Are further national sectoral plans and strategies with an optimistic approach needed?

The National Plan for Economic Development has been approved, but it is considered to have optimistic objectives, which is seen as compromising its fulfillment. This approach raises several essential issues related to its feasibility and effectiveness. What must be taken into account is that an economic plan should be aligned with the current reality of the country’s political, administrative, and social developments, should enable on-the-ground implementation, and should aim for long-term goals that are achievable. So, there is a tension between excessive optimism and the real possibilities for implementation.

What could lie behind an optimistic approach in the economic plan?

High ambitions without sufficient resources
Lack of financial resources. An economic plan filled with large projects and grand visions may be impossible to realize without a sustainable budget, sufficient financial resources, or guaranteed foreign investments. Without careful analysis of financing opportunities, the plan may remain just a document with beautiful intentions.

Uncontrolled and dispersed actions. If the objectives are too high and unclear, multiple projects with limited impact may be created, causing misallocation of resources due to a lack of clear priorities.

Lack of a realistic analysis of capacities and potentials
Inability to create a strong sectoral base. By focusing too much on sectors that may seem promising in theory (such as tourism and construction), the plan might ignore sectors with high potential to create added value and sustainable employment (such as agro-industry and raw material processing).

Lack of focus on human capacity development. If large projects are planned without a focus on education, vocational training, and workforce preparation, it will hinder the achievement of sustainable and innovative development goals.

Resistance and lack of inclusive cooperation
Non-inclusive policies. A plan that remains more on paper and is not taken into account by key economic actors—including the private sector, trade unions, and local communities—may not succeed. If its implementation does not involve all stakeholders, resistance to changes and resource division may arise.

Undervalued social and environmental policies
Social and environmental uncertainty. Also, plans relying on rapid growth of sectors like construction and tourism, without adequate attention to social and environmental impacts, may create insecurity for vulnerable groups in society and harm the environment, creating long-term problems that may undermine long-term development.


How can this plan become more realistic and implementable?

To ensure that the national plan for economic development is realistic and achievable, some deep changes are needed in its approach and implementation.

a. Prioritization of projects and objectives

Clear and measurable objectives. Reforms must take place to create a clear prioritization of projects with the greatest impact on sustainable economic growth. This includes focusing on sectors with development potential and capacity to increase added value, such as agro-industry and the technology sector.

Focus on existing capacities. A more in-depth analysis of the real potentials of the Albanian economy is needed, as well as the use of resources already available. This includes developing capacities to foster innovation and improve infrastructure.

b. Increasing transparency and participation

Inclusive cooperation. To ensure the plan is realistic, deep cooperation is needed with interest groups and other key actors, including the private sector, civil society, trade unions, and local communities.

Engaging the diaspora and investors. Albanians abroad and international investors should play an important role in the implementation of the plans by offering capital and expertise.

c. Gradual and phased implementation

Phased implementation. Major changes cannot occur in a short time. The plan should be implemented gradually, with a focus on some pilot projects that can offer a successful model for others.

Continuous monitoring and review. Once implemented, the plan must have a strong monitoring and evaluation system to assess progress and make adjustments in case of failure or changed circumstances.

d. Diversification of financial resources and support from the EU and foreign investors

Foreign investments and European funds. Albania can use the opportunities offered by European Union funds and international partners to support projects aimed at increasing competitiveness and improving infrastructure.

Other challenges and opportunities for successful implementation

Strengthening the capacities of the state administration. One of the main challenges for implementing the plan is the capacity of the state administration to implement strategies and manage the necessary resources. Public sector reform and training for the administration are essential to ensure proper execution.

Increasing trust and political stability. If politics is divided or unclear, the execution of such plans will suffer. Political stability and constructive cooperation between the government, opposition, and other actors are essential for creating a favorable environment for development.

A national development plan can be very beneficial for Albania, but it must be realistic and based on in-depth analysis, focus on sectors with growth potential, and continuous monitoring. This requires strong commitment from all levels of government, the private sector, and civil society. If these aspects are implemented, Albania can build a more sustainable and competitive economy with a clear and achievable vision for the future.
