Different model of tourism business – Albanian diversity in competition with the region

The main goal of this project idea is to present an image for the development of the tourism model based on the tradition that has been created in Albania during the last decades, the Mediterranean model of tourist services, as well as including a future of what is expected to is structured as a market in Albania (elite tourism resorts, guesthouses in certain areas and natural resorts).

Currently in Albania an attractive model should be created for Albanian and foreign vacationers by competing with neighbors and beyond through the diversity that Albanian culture produces and doing business (folk, medical services, cooking, rugged terrain, archeology).

Below is presented a basic idea of what constitutes the implementation of a model described according to the image above.

A natural tourist area can be selected for each village / town / administrative unit, as a resort where “all inclusive” packages are offered by an agency subordinated to the municipality / administrative unit.

The village / unit / tourist town is considered a natural resort.

Accommodation / food / entertainment / transportation is oriented to be requested from / by the Municipality / administrative unit. This is done through an online application. The municipality in coordination with the innkeepers / bars / restaurants etc. announces packages. Tourist agencies can also agree on these services, in the role they play even today, but now in cooperation with the local government and not directly with the owners of tourist services.

Vacationers prepays for the entire service invoice at the address of the municipality / administrative unit’s finance address. The service will be provided as before by the residents / businesses that are on the perimeter of a village / unit.

The municipality / unit, after maintaining its taxes / obligations every week, disburses the amounts paid by the vacationers for the services that the businesses will provide.

At the moment when the municipality contacts and completes the request of the vacationer for the performance of the service, it provides the vacationer with coupons for sleeping, eating, entertainment and transport depending on the requests for services.

Retail and wholesale stores of food / industrial goods may not be part of this treatment.

The tourist based on an assessment made by the municipality / administrative unit (referring to the amount of requests for food / other services / entertainment) will prepay a certain value where the value corresponding to the category of the requested service is paid, which varies according to the estimated level of stars or estimates by the owner himself (in the absence of stars).

If the prepaid amount during the service time is exceeded, then the vacationer has the right to buy additional coupons with or at the respective points.
In the food and entertainment packages, the same criteria are followed that are followed in a tourist resort of the model of Turkish, Spanish, Egyptian, etc. hotels.

For example, Borsh village

Let’s assume that in this village for the 2021 season are available:
– 10 hotels, 200 houses, 2 campsites
– 10 restaurants, 20 cafes, 20 entertainment spots.

The package may then include within the prepaid value e.g. ALL 55,000 for 7 nights
ALL 20,000 for accommodation,
ALL 20,000 for meals,
ALL 15,000 for entertainment and transport.

In this prepayment, the accommodation facilities, restaurants, entertainment, transport and relevant menus will be cataloged online.

The moment the tourist presents the coupon / card, he disburses the amount by signing on the coupon and placing no. ID card.

With the presentation of the coupons, they are accepted by the trader as above. Meanwhile, technology (online application) can create as a reaction an interaction between service and payment.

Packages can also be just sleeping, or even combined.

Those who only want the service (bed and breakfast) only pay for it. There may be restaurants that do not want to be part of the resort and they will be closely monitored by taxes.

This type of model should be selected with initial pilot projects, through competition from e.g. 100 mountain or water tourism areas.

This special regime must borrow the fiscal incentives provided for by the Law on Technological and Economic and Development Areas (TEDA).

The benefit for service vendors is a faster treatment with services from the state.

Special economic regime, which is monitored / guaranteed as a perimeter e.g. from the tax and customs investigation, or even the municipal police.

The administrative unit’s recreation agency will organize / coordinate artistic activities and performances, cultural and artistic competitions, fairs of various types, as well as many activities that are traditional or can be created as such, as well as the creation of children’s clubs and water and land games (which are models that absorb investment and increase the value of coastal exploitation)

This model becomes applicable, as:

+ Increases competition with neighbors and enforces new uniform rules of physical distance based on the latest pandemic;
+ Increases the formalization of the economy and its structuring;
+ Improves the market and strengthens the interaction of different border economic segments;
+ Generates more local income;
+ Increases and optimizes capacity, as it engages state-private partnerships;
+ It strengthens cooperation and extends the traditional tourism season by diversifying it

But in the meantime, among the obstacles and problems that can be solved are:
– Resources needed by local and central government for prior preparation;
– modeling and adaptation of infrastructure;
– preparation of the form of cooperation between the local government and agencies and all service providers in coordination with the Ministry and its agencies;
– the need to create innovation infrastructure to cope with the implementation and registration of communication and services that will be provided and implemented;
– resources to maintain the quality promised through the application.

In closing, from all the above competing some ideas on the best model to return to partners with the Ministry of Environment and Tourism, as well as agencies under its auspices including local government, to achieve a creation of environment for it promote modeling that matches the needs of a middle-income vacationer (who can spend at least an average salary to rest for 10 days)
