ALTAX Annual Report 2024 and Strategy 2025–2029

During 2024 (see Annual Report), ALTAX carried out a range of activities that have positioned it as one of the most independent and impactful voices in the fields of fiscal analysis, evidence-based policymaking, and public communication. This report summarizes its work during the January–December 2024 period, shedding light on its methodological approaches, analytical products, and the societal and institutional impact it has achieved.

🔍 What was the approach?

ALTAX followed a combined approach: analytical, evaluative, and interactive. At its core was the creation of concrete tools for monitoring public policies and assessing electoral promises. Notably, the development of the Feasibility Index stands out, offering for the first time a scoring system for political promises based on the country’s real financial and administrative resources.

💬 What has ALTAX concretely achieved?

• Conducted in-depth analysis of local budgets and tax burden across 12 counties in Albania.
• Developed comparative models for 6 Balkan countries, providing a clear picture for decision-makers and the public.
• Produced 101 research publications and 271 thematic analyses, disseminated through media, social networks, and institutional platforms.
• Organized 35 public forums and participated in over 140 media appearances to make fiscal and social issues more understandable to citizens.

📈 Has it had real impact?

Yes. ALTAX’s positions have been used as official references by municipalities and ministries, cited in parliamentary debates, and have influenced public discussions on inequality, decentralization, and budget transparency. Furthermore, in autumn 2024, ALTAX represented Albania at a UNCAC Coalition forum on anti-corruption in the region, significantly raising its international profile.
