During 2024, ALTAX carried out a range of activities that positioned it as one of the most independent and influential voices in the field of fiscal analysis, evidence-based policymaking, and public communication.

What was the approach?
ALTAX pursued a combined approach: analytical, evaluative, and interactive.
The focus was on creating concrete tools for monitoring public policies and evaluating electoral promises. A key innovation was the Feasibility Index, which for the first time provides a scoring system for political promises based on the country’s real financial and administrative capacities.
What did ALTAX do specifically?
Conducted detailed analyses of budgets and the local tax burden in all 12 counties of the country.
Developed comparative models for 6 Balkan countries, providing clear insights for both decision-makers and the public.
Produced 101 full research publications and 271 thematic analyses, distributed through media, social networks, and institutional platforms.
Organized 35 public forums and participated in over 140 media appearances to make fiscal and social issues more understandable to citizens.
Was there real impact?
ALTAX’s positions were used by municipalities and ministries as official references, mentioned in parliamentary debates, and influenced public discourse on inequality, decentralization, and budget transparency.
Furthermore, in autumn 2024, ALTAX represented Albania at a UNCAC Coalition regional anti-corruption forum, significantly raising its international profile.

During 2024, ALTAX has consolidated its role as an independent and authoritative actor in the fields of fiscal analysis, budget transparency, and public communication, building a civil organization model based on expertise, sustainability, and real influence in policymaking.
This annual report encompasses a wide range of analytical, institutional, and communicative activities developed during the period from January to December 2024, across three main dimensions: analytical and thematic approaches, public and media engagement, and institutional and international impact.
At the core of our activity was the development of the Election Promises Feasibility Index, an innovative tool for assessing the political reality against budgetary and administrative capacities.
Additionally, comparative analyses of budgets and tax burdens at the local and regional levels have set a new standard for the public debate on fiscal fairness and spending efficiency.
Through a deepened methodological structure, concrete policy recommendations were developed, 101 studies were published, and 271 thematic analyses were conducted, directly influencing the media discourse, consultations with state actors, and public awareness. Intensive communication through media, social networks, and public forums has translated the complexity of fiscal and economic issues into accessible and mobilizing language.
At the institutional and international level, ALTAX has strengthened collaborations with institutions such as the Ministry of Finance, the Supreme State Audit Institution (KLSH), and regional anti-corruption networks, being recognized as a good practice for linking analysis with public accountability. Participation in forums such as the UNCAC Coalition has extended our influence beyond national borders.
In conclusion, 2024 represents a pivotal moment for ALTAX, as a center that has transitioned from specialized analysis to shaping public policies, civic education, and creating ethical pressure for transparency and responsible governance.
This accumulated knowledge, influence, and analytical legitimacy lay a solid foundation for the continuity and expansion of ALTAX’s role in the years to come.
