What would be more efficient to help women heads of families and those in need?
From the beginning of the “Rama 1” government, it seems that there was an attention in terms of financial support for women heads of families, being a political promise and part of the government program. According to this political decision, it seems that the budget policy was oriented with the aim of economic empowerment of women heads of families, giving them the opportunity to directly use the funds that are distributed from the economic aid, where the change from before is the prevention of the use of these funds by other people.
The entire approach continued in the other two governing mandates and this political initiative covers up to 8,000 female-headed families with three or more children.
Naturally, the part of the budget coverage reaches up to 10,000 ALL per month and in the case of families with no other income or with low income it manages to cover the needs less than the vital minimum or the poverty threshold.
In answer to your question it all relates firstly to the strengthening of the financial support of the support scheme, which seems to have addressed the economic problem and financial independence, but the payment itself below the poverty level shows that the scheme is functionally quite weak . The real and honest address without including political use would be the payment of the level of expenses for a living that is at least above the living minimum, or close to the minimum wage up to 80% of its current level.
Second, there would be a supportive approach to attrition and the orientation of women heads of households towards work that is meaningful to them, that connects women to a higher purpose and that is in line with their strengths and values. Women want opportunities not to survive and be pitied, but an opportunity to make an impact and make a difference.
Thirdly, what applies to the entire labor market also applies to family women, who must create conditions resulting from cooperation and commitment between the government and the private sector to enable the choice of a flexible working schedule and to have more opportunities to work from home, where work processes can be combined with this approach.
Solutions can be achieved from a mindset different from the one presented to date by the market and public institutions. After a detailed analysis and update of the labor market, its demand and supply, the government together with all levels of businesses (self-employed, small, medium and large businesses) should format complete support and development packages, which must achieve the following objectives:
– know how to present a package that promotes professionalization through subsidy and training programs,
– to encourage fiscal and economic incentives for businesses to accept the policies that are as objectives to be realized
– activate social funds for the treatment of children and three family members to free women from multiple burdens in time and money
– to create an environment of continuous information and education for the sensitization of the market, but also of the individuals themselves
in order to get out of the situation of economic aid that guides a spirit of mercy and continue with development and empowerment policies (according to health and age) of women heads of households.
This model relieves the budget from social assistance that is partial and on the other hand mobilizes resources for the labor market, which today more than ever needs additional forces.
