Presentation of the analysis “Budget 2023 from the point of view of the citizens of Dibra”

In the analysis that followed with the presentation of the findings by ALTAX experts, some key moments were conveyed as an argued point of view and based on financial facts for the incomes, expenses, and the comparison of the draft – budget 2023 under the perspective of citizen requests, also clarifying the data that was presented in a simplified report of the financial indicators of the draft budget 2023.

This work and the careful preparation of the indicators prepared in a concise manner in a simplified analysis for citizens of how local revenues are expected to be collected and distributed would not have been possible without the extraordinary support of the ALTAX staff.

Their meticulous attention to detail has been an inspiration and kept our work on track from the very beginning until the final draft of this paper was prepared.
The budget for and according to the citizens has been drawn up in recent years by many municipalities of the country, as a public obligation of theirs to simplify the language of data, but also to more clearly reflect the priorities and projects that also require the support of their citizens.

The work based on the analysis of ALTAX experts is not intended to resemble these publications. We go beyond simple information on local incomes and expenses and compare and face the demands of citizens expressed in the survey we did for this purpose.

The Municipal Budget according to our Social Audit methodology, which ALTAX experts present in the case of the 2023 budget, is an initiative that serves as an opposition approach and the reflection of the citizen’s voice, managed to be summarized in the response to questionnaires for this purpose during June 2022, where a productive approach was also the participation of local business representatives, prominent individuals, students, but also with the strong involvement of civil society, which also participates in its wide spread.
