Healthcare Expenditures in the Western Balkans: Focus on Albania and 2025 Outlook

Our summary analysis of healthcare expenditures in Albania and the Western Balkans shows that Albania spends €312.5 per capita, which is lower than most countries in the region. Kosovo, North Macedonia, Serbia, and especially Montenegro allocate larger budgets to the healthcare sector, with Montenegro registering the highest per capita spending in the region at €833.

For 2025, Albania has planned a 5% increase in its healthcare budget, reaching €1 billion, which represents 9.1% of the total state budget. However, the percentage of healthcare expenditures relative to GDP remains lower than that of European Union countries, where healthcare spending reaches up to €4,500 per capita.

Albania has set clear priorities for improving its healthcare system in 2025, including universal coverage, support for vulnerable groups, and investments in healthcare infrastructure.

If Albania succeeds in increasing funding and better managing its healthcare resources, it could enhance the quality and accessibility of services and move closer to EU standards.
