A government for all: From political dominance to programmatic unity

Results of the 2025 parliamentary elections marked a turning point for Albanian democracy. The pronounced fragmentation of the political spectrum, the emergence of new actors with articulated programmatic proposals, and a more demanding electorate signaled a clear change in citizens’ expectations. In this new climate, building a governing mandate based on broad programmatic inclusion beyond traditional party lines appears as a realistic and necessary solution to guarantee stability, representation, and political legitimacy.

This moment calls for governance that is no longer based solely on the arithmetic of mandates, but on coherence and unity around common reformist ideas stemming from a multitude of visions. Such an approach not only softens divisions but builds bridges over rifts and creates new space for inclusive policymaking. Political fragmentation has reduced the power of absolute majorities, creating ground for cooperation based on inclusion, not exclusion. The growing civic awareness is pushing politics toward more accountability and real representation.

The European integration process requires political consensus and continuity of reforms, not ideological shifts every mandate. The decline of trust in traditional parties highlights the need to absorb fresh ideas and new models of governance.

The joint program as a co-governing mandate toward a new Economic and Social Pact… In a fragmented political environment with pronounced programmatic pluralism after the 2025 elections, the model of an inclusive governing program offers a substantive alternative to traditional arithmetic coalition practices. This model is not imposed as a political compromise after elections but is built as a new social contract, summarizing the best from the visions of parties participating in the electoral race. It is based on three key pillars:

Three key functions of this model:

  1. Empowerment of long-term reforms
    Through consensus on strategic objectives-such as education, healthcare, economic formalization, and decentralization-political stability is ensured beyond electoral cycles, giving public policies a multi-year horizon.
  2. Mitigation of political tensions and polarization… Programmatic inclusion from a broader party spectrum reduces typical clashes between majority and opposition, turning the programmatic opposition into a partner of ideas, not an institutional enemy.
  3. Expansion of the representation base
    Many citizens who voted outside the winning force feel included when the proposals they voted for become governing priorities, thus building a broader sense of political legitimacy.

A new National Economic Pact as a basis for co-governance
Referring also to the proposals of our ALTAX platform on how the economy should be after the 2025 elections, this joint program can be articulated in the form of a new National Economic Pact, which:

  • Foresees a reduction of the fiscal burden for productive strata and support for the formalization of the economy;
  • Defines a new role for the state as facilitator and guarantor of economic justice, not just as a tax collector;
  • Sets new standards for efficiency and transparency of public funds;
  • Promotes the knowledge economy, digitalization, innovation, and connection with the diaspora as engines of development;
  • Aims for social and regional rebalancing through policies that genuinely serve vulnerable groups and left-behind areas.

From political domination to programmatic unification
This joint program is not just a political document; it becomes the institutional framework of a deepened democracy and a more balanced development. Instead of deep divisions, it offers a bridge between politics and society, where the priority is the common interest and not short-term electoral victory. If this model is implemented with dedication and transparency, Albania can enter a new phase of political stability and inclusive economic progress. After the 2025 elections, the need for a model of co-governance based on programmatic and substantive grounds has become more evident than ever. Instead of coalitions created on numerical logic and power-sharing, an inclusive governing program can serve as the new political and social framework, guaranteeing:

  • continuity of reforms, beyond electoral rotations;
  • mitigation of political polarization and institutional cooperation;
  • broad representation of citizens’ interests and needs, in line with the programmatic pluralism of political actors.

This approach takes full meaning when built upon the programmatic contributions of the main parties, as presented below:

🟦 Democratic Party (PD) – center-right party with a conservative-liberal profile
Focus: Economic growth through low taxation, strengthening the family and farmers, reforming the education and healthcare systems, and commitment to European integration.
Points for inclusion in the joint program:

  • Simplification of tax administration for all categories as an instrument to stimulate entrepreneurship and formalize the economy.
  • Direct subsidies for agriculture (100 million euros) and financial support for families, such as birth bonuses and aid for the third child, to combat demographic decline.
  • Comprehensive education reform, aiming to invest 5% of GDP, salary increases for teachers, and halving fees for students.
  • Reform of the healthcare system, based on the principle “money follows the patient” and fighting abuses in pharmacies.
  • Full-day school program with guaranteed food, to improve educational outcomes and support families.
  • Commitment to institutional reforms, including diaspora voting and returning to the 2020 electoral standards.
  • Support for EU integration and strong alliances with the USA, maintaining the Euro-Atlantic axis of foreign policy.

🟨 “Mundësia” – platform with a liberal-conservative profile
Focus: Reducing the fiscal burden, supporting entrepreneurship, fighting monopolies, and improving public administration.
Points for inclusion in the joint program:

  • Simplification of administrative procedures and reduction of the tax burden for businesses.
  • Fight against monopolies and oligopolies to create a competitive and fair economy.
  • Modernization of public administration through digitalization and increased transparency.
  • Improvement of public fund management and budget efficiency.
  • Support for strategic sectors such as innovation, technology, education, and healthcare.

🟩 “Lëvizja Bashkë” – platform oriented toward sustainable development and innovation
Focus: Transforming the development model through productivity, technology, and innovation.
Points for inclusion in the joint program:

  • Support for advanced technology sectors and promotion of innovation.
  • Fight against monopolies and oligopolies as a condition for a fair economy.
  • Transparency and accountability through technology in public administration.
  • Development of key sectors such as agriculture, infrastructure, industry, culture, and education.
  • Focus on increasing productivity and creating quality employment.

🟨 “Shqipëria Bëhet” – platform oriented toward youth and the diaspora
Focus: Human capital development, inclusion of the diaspora, and modernization of the state.
Points for inclusion in the joint program:

  • Increasing the education budget and investments in educational infrastructure.
  • “My Home, My Homeland” program for full crediting of young couples.
  • Simplification of the fiscal system with a flat tax of 10% and support for small businesses.
  • Inclusion of the diaspora in economic and social development through digital platforms and investments.

From program pluralism to an inclusive national pact… This model of the joint program becomes complete when concretized as a New Inclusive National Economic Pact, as also suggested by the ALTAX analysis (2025), aiming for:

  • fiscal reform for justice and efficiency;
  • a more functional state, focused on results and not bureaucracy;
  • decentralization and broader social inclusion;
  • policies that guarantee sustainable, inclusive, and digital development.

In this way, this program is not just a list of compromises-but a new platform for building a modern, functional, and representative Albania.

Governing on the basis of a comprehensive joint program should not be just a technical maneuver to overcome the crisis of political fragmentation. It is a political vision for a more representative Albania. This is a mandate not based on the division of posts, but on the unification of ideas. Such a model paves the way for a necessary democratic transition, where citizens no longer feel divided between winners and losers of elections, but part of a joint national project.

In this way, Albania can enter a new era of policymaking with substantive democracy, where the program prevails over short-term political interest and where representation is not limited to numbers, but extends across the entire social spectrum.
