Fier–Vlorë Region: A forming zone with great economic potential
In this analysis, we will look at what has actually happened until 2025 in the Fier–Vlorë region, what projects are under construction or in planning, and how close these developments are to the impacts they promise on paper.
1. Has the formation of a Fier–Vlorë development node really started?
What has happened:
- In Vlorë and Zvërnec there is a noticeable increase in construction activity, especially with tourist villas, hotels, and residences for foreigners.
- The Fier–Vlorë road and the Vlorë bypass have been improved, reducing travel time and increasing accessibility.
- There is visible interest from investors in developing Sazan Island and the Zvërnec area as high-value tourist destinations.
What is in process:
- The Vlorë International Airport is under construction and is expected to be completed within 2025–2026.
- The Vlorë tourist marina is in the contracting phase with an Italian consortium.
- There is still no master plan for expanding tourism or urban development in the areas of Narta, Darzeza, and Pishporo.
The Fier–Vlorë node has begun to take shape, particularly through tourism and infrastructure. However, expansion toward more peripheral areas remains more of a potential than a concrete reality.
2. The impact of infrastructure on agricultural exports
What has happened:
- The Fier bypass has facilitated transportation toward the Port of Durrës and the Kakavijë customs point.
- Producers in Lushnje and Fier have increased exports, mainly toward Greece and Italy, via land routes.
In development:
- A modern agro-logistics terminal is still missing in the Fier–Lushnje area.
- The Vlorë airport is not yet functional for air exports.
The improvement of roads has had a positive impact on exports, but the lack of modern agrarian logistics infrastructure (collection centers, cold storage, quality control labs) limits further growth and diversification opportunities.
3. Is there a real connection between Lushnje agriculture and demand in Vlorë?
What has happened:
- Many of the hotels and restaurants in Vlorë are supplied by farmers from Lushnje and Divjakë.
- There are direct agreements between producers and distributors on the coast.
What is missing:
- There is no institutional mechanism to formalize this relationship (such as an agro-regional market, long-term contracts, or integrated cooperatives).
- There is no industrial processing structure to link tourism demand with local production.
The connection exists in practice, but it is fragmented and not supported by political or institutional structures. The potential is clear, but it is not systematized into a sustainable strategy.
4. Does the region function as an economic unit Fier–Vlorë?
Existing elements:
- Fier is turning into a logistics center for agricultural production.
- Vlorë is strengthening its position as a tourist destination and service center.
Missing advantages:
- There is no integrated strategy between municipalities and institutions to combine agriculture, tourism, and infrastructure.
- There is no free economic zone or industrial park with a technological and processing focus.
The region shows signs of a “forming ecosystem”, but not yet a functional economic unit with common goals and joint projects.
5. Are Pan-European corridors being utilized?
What works:
- Corridor VIII passes through Fier, connecting the region with the Port of Durrës and North Macedonia.
- The Fier–Tepelenë–Kakavijë road has been improved and provides fast access to the Greek market.
What is missing:
- There is no functional international railway line.
- There is no intermodal terminal for goods processing and distribution according to EU standards.
The potential exists thanks to the geographical position, but the necessary infrastructure to turn this position into a full economic advantage is lacking.
6. The Fier–Vlorë railway: does intermodality exist?
Current situation:
- The Fier–Vlorë railway line is currently not functional.
- There are no concrete plans to return it to service for passengers or goods.
Land–air–sea intermodality remains a theoretical potential. The lack of a railway connection makes it impossible to create a modern intermodal hub at this stage.
7. What is the real impact of the Vlorë airport and port?
What has been done:
- The existing port of Vlorë is being transformed into a tourist port.
- The Vlorë International Airport is in an advanced stage of construction and is considered a strategic project.
Current lack:
- So far there are no commercial or passenger operations at the airport.
- There is no connection with a land logistics network and no railway link.
The expected impact is significant, especially for tourism and air exports, but at the moment it is hypothetical due to the lack of functionality.
8. Key projects toward the zone of economic gravity
What exists:
- The airport under construction.
- Approved project for the tourist marina.
- National roads have been modernized, especially the corridors connecting Fier with Tirana, Durrës, and Greece.
What is missing:
- There are still no certified industrial or technological zones.
- Economic clusters are missing as formalized structures.
- Foreign investments are dispersed and mainly focused on construction and tourism.
The Fier–Vlorë region is on the verge of structural economic transformation, but to reach the status of an “economic gravity zone” for southern Albania, clear state policies, infrastructure interventions, and deep inter-municipal and inter-sectoral cooperation are needed. The Fier–Vlorë region presents great potential to become a new economic development pole in Albania, but this potential is still in a transitional phase. The current investments in infrastructure, tourism, and logistics are important, but the lack of strategic interconnection between sectors and actors slows this transformation. With the right policies, a region can be created that combines advanced agriculture, high-quality tourism, and modern logistics – a development hub that would have an impact beyond local boundaries.
