How much economic value can Albania generate through the creative economy?
The creative economy is one of the most promising sources of sustainable economic development in the 21st century. It combines creativity, culture, technology, and entrepreneurship to produce value-added products and services that can be exported, improve the country’s image, and create high-level professional jobs. This report aims to explain how Albania, through intentional development of creative sectors, can generate up to 10% of GDP by 2030.
What is the creative economy?
The creative economy includes all activities that center on the use of ideas, imagination, and innovation to create value. The creative sector includes four main pillars:
- Arts and cultural heritage
- Music, theater, painting, museums, exhibitions, historical monuments.
- Media and content industry
- Cinema, television, digital platforms, online content creation.
- Design and functional aesthetics
- Fashion, architecture, graphic and product design, packaging, interior design.
- Professional creative services
- Advertising, marketing, UI/UX design, multimedia production, professional photography.
A fundamental characteristic of these activities is that their economic basis is tied to intellectual and cultural identity more than to raw materials or traditional industrial infrastructure.
What is Albania’s potential?
Albania has several natural and cultural advantages to develop a competitive creative economy:
Existing potentials:
- Rich cultural and geographical heritage, suitable for the development of experiential tourism and artisanal products.
- A young and increasingly digital population, capable of quickly adopting new technologies for cultural content and online commerce.
- A growing trend in the consumption of authentic products by both Albanians and foreigners – from music, clothing, and design to food and crafts.
Current weaknesses:
- Lack of a national strategy for creative sectors and institutional fragmentation.
- High level of informality, especially in handicrafts, cultural events, content production, and alternative tourism.
- Lack of fiscal support and creative infrastructure (public spaces for artists, incubators for the design sector, funding for film and music production).
Current value and potential of the creative sector
Current status (2024). According to combined estimates from INSTAT, UNESCO, and creative sector analyses, the current contribution to Albania’s GDP ranges from 2.5% to 3%.
This translates to around €500 million per year, with major impact from cultural tourism, artistic events, and artisanal production.
Around 20,000 individuals are employed, the majority in informal activities and micro-enterprises.
Potential by 2030
Moderate development scenario. With gradual investments in arts education, creative public spaces, and promotion of Albanian content:
- Reaching 5% – 6% of GDP
- Annual generation of €1 billion
- Employment for more than 40,000 people
Ambitious development scenario. With a clear focus on digital service exports, sophisticated cultural tourism, and production for the regional market:
- Reaching 8% – 10% of GDP
- Up to €1.5 – €2 billion in annual value
- Active participation in the European market of culture and design
What policies should be pursued?
- A national strategy for the creative economy, with measurable objectives and dedicated instruments.
- Professional education tailored to creative sectors such as design, content production, event management, digital marketing, etc.
- Public and collaborative infrastructure for creation and promotion, such as design centers, digital libraries, independent cinemas, artist spaces.
- Hybrid public-private financing for cultural startups, Albanian content platforms, and export networks.
- Facilitating tax policies and special status for creative professions, in line with EU practices.
