Local Government Finances: Accountability and Financial Integrity

This reporting and analysis document has as its purpose, that by presenting the general state of the budgeting process and fiscal management instruments, the accountability process should be strongly taught, as the strong monitoring mechanism in function of evidenced in five municipalities with weight of the local government.

Part of the assessment based on monitoring and commenting are the social-economic findings of accountability and the approval of a budget as close as possible to the needs of citizens, as a key element in relation to efforts to strengthen the citizen voice based on the social audit of civil society and the budgeting mechanism with participation.

Through proposals that summarize comments for addressing based on the findings of the analysis, the process of accountability and monitoring through civil society experts is more strongly influenced

Policy paper entitled “Local Government Finances: Accountability and Financial Integrity” was drafted by the ALTAX Center organization, as part of the project “Public monitoring through citizen interaction”, through the creation of the ALTAX multifunctional platform in interaction and complementing the existing Polifakt platform.

The project is implemented by the organization ALTAX, with the support of the Embassy of the Kingdom of the Netherlands in Tirana.

The Policy Document “Local Government Finances: Accountability and Financial Integrity” is presented as part of civil society initiatives, which aim to contribute to good governance and the prevention of actions that lead to corrupt approaches by approaching the aspects of local fiscal management and accountability as continuous process in simulating and moving towards legal processes that standardize behavior and procedures with commitments for European integration of the country
