Public economy must not be judged by political declarations, but by measurable, comparable, and independent standards.

ALTAX exists to build and defend these standards.

This document is the foundational declaration of ALTAX’s purpose and method. It is not merely an organisational presentation — it is our public commitment to a new way of thinking about the Albanian economy: independent, consistent, and transparent measurement.
Our thesis rests on a simple yet radical principle: citizens, journalists, academics, and decision-makers have the right to access verifiable economic data, structured on documented and time-comparable methodologies. Nothing less than this suffices for a democracy that claims genuine accountability.

What is not measured in a standardized way cannot be compared.
What is not compared cannot be evaluated.
What is not evaluated cannot be improved.
This principle is not an aphorism — it is the operational logic behind every ALTAX product. Standardized measurement means that the same indicators, with the same formula, on the same data base, are compared over time and across units. Only this approach allows us to say with confidence: performance has changed, and this is why.

International institutions such as the IMF, the World Bank and the OECD apply such standards in their reports, but they cannot replace an internal, continuous and publicly accessible analytical capacity. ALTAX builds this capacity.
ALTAX does not produce opinions, but produces measurement instruments. The difference is fundamental: the opinion depends on the values ​​of the author; the measurement instrument depends on the consistency of the method
