ANNUAL REPORT 2025

The ALTAX Annual Report 2025 reflects an intensive year of work and marks an important moment in the institutional evolution of the center. Titled “From monitoring to systemic transformation”, the report presents the main achievements of 2025 and sets out the strategic vision for the period 2026–2030.
Main content of the report:
During 2025, ALTAX focused on two major topics with high political and social impact:

The Cost of Corruption in Albania 2025 – The first comprehensive and systematic report that calculates the economic costs of corruption at the national and sectoral levels, using a methodology based on UNCAC standards. This study has served as a reference for media, investigative programs and parliamentary debate.
Redistribution and Inequality in Albania – An in-depth analysis of the effectiveness of the fiscal system and social policies in reducing income, wealth and territorial opportunity inequality. The study measures the incidence of taxes and social benefits, identifies regional disparities and provides concrete recommendations for a more progressive fiscal policy.

The report also contains an assessment of ALTAX’s institutional performance in 2025, presenting:

The quality and impact of research,

The expansion of collaborations with public institutions, civil society and international partners,

The development of new methodologies (such as the ALTAX Procurement Risk Score),

As well as the impact on public opinion and decision-making processes.

Strategy 2026–2030
“Strategic Steps”

The report includes an ambitious vision for the next five years:

2026 — Launch of ALTAX Observatory, the first systematic measurement platform for public policies in Albania.

2027 — Achieving 80% of internal funding sources and expanding the team with 5 new analysts.
2028 — International certification of ALTAX methodologies.
2029 — Opening of the regional office and creation of a hub for Balkan think tanks.
2030 — Positioning ALTAX as the Balkan standard for fiscal and economic measurement.

This annual report is not just a summary of activities, but a clear statement of ALTAX’s commitment to move from simple policy monitoring towards real impact and systemic transformation in the fiscal, economic and good governance fields in Albania and the region.
