It argues for an implicit social contract where the government and\/or the state create a tax environment unburdened\u00a0by the inefficiencies of bureaucracy, and corruption for tax compliance to be\u00a0effective. This is especially crucial for developing countries where economic\u00a0development can be drastically hampered by lower public revenues from lack\u00a0of tax compliance.<\/p>\n<p>The second section of the paper describes the relationship of\u00a0bureaucracy, corruption, and tax compliance. The third section describes the\u00a0data.
