The widespread success of the cost of capital approach is due\u00a0to its ability to assimilate virtually unlimited descriptive detail on\u00a0alternative tax policies, as we demonstrate in our description of the\u00a0U.S. tax system in Chapter 3.<\/p>\n

Auerbach and Jorgenson (1980) introduced the closely related concept\u00a0of the marginal\u00a0 effective\u00a0tax rate, the focus of Chapter 4. This\u00a0emerged\u00a0from\u00a0debates over tax reform\u00a0 in the United States, beginning\u00a0with\u00a0the Economic Recovery Tax\u00a0Act of 1981 (ERTA)\u00a0 and culminating\u00a0in the Tax Reform Act of 1986. The marginal effective tax rate brings\u00a0 out the distorting effects of speci\ufb01c tax provisions in a highly succinct\u00a0and comprehensible way. Horizontal equity, the equal treatment of\u00a0taxpayers in similar circumstances under the law, is achieved by\u00a0equalizing marginal effective tax rates for all types of capital.<\/p>\n
