OECD Member countries are at the forefront of budget transparency practices.
\nAt its 1999 annual meeting, the OECD Working Party of Senior Budget Officials\u00a0asked the Secretariat to draw together a set of Best Practices in this area based on\u00a0Member countries\u2019 experiences.
\nThe Best Practices are in three parts.
\nPart 1 lists the principal budget reports\u00a0that governments should produce and their general content.
\nPart 2 describes specific\u00a0disclosures to be contained in the reports. This includes both financial and\u00a0non-financial performance information.
\nPart 3 highlights practices for ensuring the\u00a0quality and integrity of the reports.
\nThe Best Practices are designed as a reference tool for Member and nonmember\u00a0countries to use in order to increase the degree of budget transparency\u00a0in their respective countries.
\nThe Best Practices are organised around specific\u00a0reports for presentational reasons only. It is recognised that different countries\u00a0will have different reporting regimes and may have different areas of emphasis for\u00a0transparency.

\nThe budget is the single most important policy document of governments,\u00a0where policy objectives are reconciled and implemented in concrete terms.
