Dear partners, collaborators and friends of ALTAX,<\/strong><\/td>\n<\/tr>\n

The year 2025 will be remembered as the year ALTAX crossed the threshold from analysis to real impact. I say this not as rhetoric, but as an observation grounded in concrete data:<\/p>\n

our recommendations were adopted,<\/p>\n

our methodologies were cited, and<\/p>\n

our platforms were used by institutions that once treated think tanks as peripheral voices.<\/p>\n

This is no coincidence.<\/p>\n

It is the result of methodological consistency, institutional independence and the trust we build every day through publishing honest analyses, even when they are politically unwelcome.<\/p>\n

The year 2025 was also the year of POLIFAKT \u2014 our civic monitoring platform, which reached the peak of its activity with the monitoring of 5 political parties during the parliamentary elections of 11 May 2025.<\/p>\n

With 90 reports and 126 analyses, POLIFAKT became the primary instrument of electoral accountability in Albania.<\/p>\n

The 2026\u20132030 Strategy we present today is not merely a plan \u2014 it is the architecture of long-term influence. Thank you to each of you.<\/p>\n

The ALTAX Annual Report 2025 reflects an intensive year of work and marks an important moment in the institutional evolution of the center. Titled \u201cFrom monitoring to systemic transformation\u201d, the report presents the main achievements of 2025 and sets out the strategic vision for the period 2026\u20132030.
\nMain content of the report:
\nDuring 2025, ALTAX focused on two major topics with high political and social impact:<\/p>\n

The Cost of Corruption in Albania 2025 \u2013 The first comprehensive and systematic report that calculates the economic costs of corruption at the national and sectoral levels, using a methodology based on UNCAC standards. This study has served as a reference for media, investigative programs and parliamentary debate.
\nRedistribution and Inequality in Albania \u2013 An in-depth analysis of the effectiveness of the fiscal system and social policies in reducing income, wealth and territorial opportunity inequality. The study measures the incidence of taxes and social benefits, identifies regional disparities and provides concrete recommendations for a more progressive fiscal policy.<\/p>\n

The report also contains an assessment of ALTAX\u2019s institutional performance in 2025, presenting:<\/p>\n

The quality and impact of research,<\/p>\n

The expansion of collaborations with public institutions, civil society and international partners,<\/p>\n

The development of new methodologies (such as the ALTAX Procurement Risk Score),<\/p>\n

As well as the impact on public opinion and decision-making processes.<\/p>\n

The report includes an ambitious vision for the next five years:<\/p>\n

2026 \u2014 Launch of ALTAX Observatory, the first systematic measurement platform for public policies in Albania.<\/p>\n

2027 \u2014 Achieving 80% of internal funding sources and expanding the team with 5 new analysts.
\n2028 \u2014 International certification of ALTAX methodologies.
\n2029 \u2014 Opening of the regional office and creation of a hub for Balkan think tanks.
\n2030 \u2014 Positioning ALTAX as the Balkan standard for fiscal and economic measurement.<\/p>\n
