This report introduces a new hybrid and dynamic model for estimating the cost of corruption in 2025, integrating three complementary pillars: direct fiscal losses, indirect macroeconomic effects, and the impact on citizens\u2019 welfare.<\/p>\n<p><strong>Key Findings<\/strong><\/p>\n<p>In 2025, corruption is estimated to cost the Albanian economy between <strong>\u20ac852 million and \u20ac1,115 million<\/strong>, equivalent to <strong>3.1% to 4.0%<\/strong> of nominal GDP (\u20ac27.7 billion).<\/p>\n<ul>\n<li><strong>Direct fiscal cost<\/strong> stands at <strong>\u20ac650\u2013810 million<\/strong>, representing 8\u201310% of total public expenditure (\u20ac801.7 billion lek, or approximately \u20ac8.30 billion). Of this amount, \u20ac110\u2013140 million stems from tax evasion and fiscal abuses.<\/li>\n<li><strong>Indirect economic cost<\/strong> amounts to <strong>\u20ac202\u2013305 million<\/strong>, driven by a reduction in real GDP growth of <strong>0.73 to 1.10 percentage points<\/strong> annually due to weakened institutional trust, distorted competition, and lower foreign investment.<\/li>\n<li>The newly introduced <strong>Welfare Loss Index (WLI)<\/strong> reaches <strong>22\u201329%<\/strong>, indicating that up to nearly one-third of the effectiveness of public spending on education, health, and social protection is eroded by corruption.<\/li>\n<\/ul>\n<p>With a <strong>Corruption Perceptions Index (CPI) of 39\/100<\/strong> in 2025 (ranking 91st out of 182 countries and a decline of 3 points from 2024), Albania remains significantly below the EU average (64\/100) and in the lower half of the Western Balkans (WB6).<\/p>\n<p><strong>Medium-term projections (2025\u20132030)<\/strong> show that if corruption levels remain unchanged, Albania could lose <strong>\u20ac2.8\u20134.8 billion<\/strong> in cumulative output. In an optimistic scenario with a 25\u201330% reduction in corruption (CPI rising to 52\u201355), the country could gain an additional <strong>\u20ac4\u20137 billion<\/strong> in cumulative GDP by 2030, with real growth increasing to <strong>4.3\u20134.7%<\/strong> and an extra <strong>\u20ac200\u2013300 million<\/strong> in output already in 2025.<\/p>\n<p><strong>Policy Implications<\/strong><\/p>\n<p>Corruption is not merely an ethical or legal issue \u2014 it functions as a hidden, regressive tax that distorts resource allocation, undermines public service delivery, fuels emigration of skilled youth, and erodes institutional legitimacy. Reducing corruption is therefore one of the highest-return investments Albania can make toward sustainable growth and successful EU integration.<\/p>\n<p>This report provides concrete, evidence-based recommendations grouped by priority: strengthening anti-corruption institutions (particularly SPAK), full digitalization of public procurement, enhanced fiscal transparency, and ambitious medium-term targets to raise the CPI to 50\u201355 by 2030.<\/p>\n<p>The findings underscore a clear message: decisive action against corruption is not only a European requirement but a strategic economic imperative for Albania\u2019s future.[\/vc_column_text][\/vc_column][\/vc_row]<\/p>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>This report introduces a new hybrid and dynamic model for assessing the cost of corruption in Albania for 2025.
