Albania\u2019s labor market has reached a new structural turning point: employment is at record levels, wages are rising, yet businesses increasingly struggle to find qualified workers.<\/strong><\/p>\n\n\n\n

ALTAX announces the publication of the English edition of \u201cThe Skills Absurdity and Wage Polarization\u201d<\/strong>, a new research report examining the structural transformation of Albania\u2019s labor market during 2018\u20132026<\/strong> and its implications for productivity, wages, human capital and economic competitiveness through 2035.<\/p>\n\n\n\n

The report identifies a fundamental paradox. Albania has reached historically high employment, with an employment rate of 69.5%<\/strong> and average monthly wages of ALL 90,119 in Q1 2026<\/strong>, while at the same time facing a chronic shortage of qualified labor. More than 60% of businesses in construction and industry report serious recruitment difficulties<\/strong>.<\/p>\n\n\n\n

This contradiction represents one of the most important structural constraints facing the Albanian economy over the coming decade.<\/p>\n\n\n\n

From unemployment to skills scarcity<\/strong><\/p>\n\n\n\n

The analysis shows that Albania is moving from an economic model constrained primarily by unemployment toward one increasingly constrained by the availability and quality of human capital<\/strong>.<\/p>\n\n\n\n

Employment growth alone is therefore no longer sufficient to assess labor-market performance.<\/p>\n\n\n\n

The central question is shifting from \u201cHow many people are employed?\u201d<\/strong> to \u201cDoes the economy have the skills it needs to sustain productivity, investment and competitiveness?\u201d<\/strong><\/p>\n\n\n\n

At the same time, wage growth is becoming increasingly polarized. Technical and specialized professions are experiencing stronger demand and income growth, while traditional and lower-productivity sectors remain exposed to stagnating real opportunities.<\/p>\n\n\n\n

The report examines this polarization alongside labor migration, demographic pressures, weaknesses in vocational education, the education\u2013business relationship, professional certification and Albania\u2019s ability to retain and attract skilled human capital.<\/p>\n\n\n\n

A new analytical framework<\/strong><\/p>\n\n\n\n

The report develops an integrated causal framework linking: Demographics \u2192 Emigration \u2192 Skills Supply \u2192 Skills Gap \u2192 Productivity \u2192 Wages \u2192 Competitiveness<\/strong><\/p>\n\n\n\n

This framework provides the analytical identity of the study and explains why the skills shortage cannot be treated as an isolated labor-market issue.<\/p>\n\n\n\n

It is simultaneously an issue of economic growth, productivity, wages, investment, demographic sustainability and national competitiveness<\/strong>.<\/p>\n\n\n\n

The study also introduces the ALTAX Skills Readiness Index<\/strong>, an original synthetic measure designed to assess the readiness of the labor market and institutions to respond to changing skills requirements.<\/p>\n\n\n\n

The report combines quantitative, qualitative and comparative analysis using data and evidence from INSTAT, ILO, ETF, CEDEFOP, RCC and other international institutions<\/strong>, while placing Albania’s performance in a wider Western Balkan context.<\/p>\n\n\n\n

Five priority reforms for 2026\u20132028<\/strong><\/p>\n\n\n\n

The report proposes five priority interventions designed to address the structural skills gap:<\/p>\n\n\n\n

1. A new Law on Vocational Education<\/strong><\/p>\n\n\n\n

A modern vocational education framework should introduce mandatory in-company internships, drawing on the German dual vocational education model. The proposed reform could be implemented during 2026\u20132027<\/strong>, with relatively low fiscal costs because its primary instrument is legislative and institutional reform.<\/p>\n\n\n\n

2. Fiscal incentives for workforce training<\/strong><\/p>\n\n\n\n

The report proposes a 150% tax deduction for eligible trainee-training costs<\/strong>, complemented by targeted grants for small businesses. The estimated fiscal cost is 0.05\u20130.08% of GDP<\/strong>, with an expected productivity return of approximately 15\u201320% in trained sectors<\/strong>.<\/p>\n\n\n\n

3. Full adoption of the European Qualifications Framework<\/strong><\/p>\n\n\n\n

Albania should move toward comprehensive professional certification aligned with the EQF<\/strong>, particularly for technical occupations. Implementation during 2027\u20132028<\/strong> would increase the transferability and recognition of skills while reducing some of the incentives for skilled workers to leave the country.<\/p>\n\n\n\n

4. A Return Fund for the Technical Diaspora<\/strong><\/p>\n\n\n\n

A targeted payment and reskilling mechanism should support Albanians returning with technical and specialized skills. The fund should be linked to verified employment<\/strong>, keeping public expenditure controlled while directly connecting the return of human capital to labor-market demand.<\/p>\n\n\n\n

5. A national campaign to reposition technical professions<\/strong><\/p>\n\n\n\n

Technical occupations should no longer be treated as second-choice careers. Albania needs a sustained national campaign presenting skilled trades as strategic professions with career, income and productivity potential<\/strong>, drawing lessons from international vocational-promotion experiences.<\/p>\n\n\n\n
