N\u00eb thelb, kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb model q\u00eb funksionon mir\u00eb n\u00eb mbledhje, por mbetet i pabalancuar n\u00eb shp\u00ebrndarje.<\/p>\n\n\n\n<p>N\u00eb planin rajonal, tabloja \u00ebsht\u00eb e qart\u00eb dhe dominuese, ku <strong>Tirana mbetet shtylla absolute e financimit t\u00eb buxhetit<\/strong>, duke kontribuar mbi gjysm\u00ebn e t\u00eb ardhurave totale (50,5%), nd\u00ebrkoh\u00eb q\u00eb p\u00ebrfiton vet\u00ebm 37,8% t\u00eb shpenzimeve publike. <br>Kjo p\u00ebrkthehet n\u00eb nj\u00eb deficit fiskal t\u00eb thell\u00eb prej rreth \u201368,6 miliard lek\u00ebsh, ose \u201318,5% e kontributit t\u00eb saj. Pra, kryeqyteti dhe ekonomia e p\u00ebrqendruar aty funksionojn\u00eb si financues neto t\u00eb pjes\u00ebs tjet\u00ebr t\u00eb vendit. Durr\u00ebsi ndjek nj\u00eb model t\u00eb ngjash\u00ebm, por shum\u00eb m\u00eb t\u00eb but\u00eb, duke qen\u00eb pothuajse n\u00eb ekuilib\u00ebr.<\/p>\n\n\n\n<p>N\u00eb an\u00ebn tjet\u00ebr t\u00eb spektrit, shfaqen qarqet periferike si Dibra, Kuk\u00ebsi, Gjirokastra dhe Berati, t\u00eb cilat karakterizohen nga <strong>balanca fiskale fort pozitive<\/strong>, q\u00eb arrin deri n\u00eb mbi +200%. Kjo do t\u00eb thot\u00eb se k\u00ebto rajone marrin shum\u00eb m\u00eb tep\u00ebr nga buxheti sesa kontribuojn\u00eb, duke reflektuar nj\u00eb politik\u00eb rishp\u00ebrndar\u00ebse me synim mb\u00ebshtetjen e zonave m\u00eb pak t\u00eb zhvilluara. <br>Megjithat\u00eb, <strong>kjo rishp\u00ebrndarje mbetet strukturalisht e dob\u00ebt<\/strong>, pasi diferencat rajonale vazhdojn\u00eb t\u00eb jen\u00eb t\u00eb theksuara dhe nuk shoq\u00ebrohen me kapacitete t\u00eb mjaftueshme p\u00ebr zhvillim ekonomik lokal.<\/p>\n\n\n\n<p><strong>Tabela 18<a href=\"#_ftn1\" id=\"_ftnref1\"><strong>[1]<\/strong><\/a>. Ky disproporcion i theksuar tregon nj\u00eb struktur\u00eb q\u00eb penalizon aktivitetet m\u00eb dinamike t\u00eb ekonomis\u00eb urbane dhe t\u00eb konsumit.<\/p>\n\n\n\n<p>N\u00eb kontrast, <strong>sektor\u00ebt prodhues dhe infrastruktura rezultojn\u00eb p\u00ebrfitues neto<\/strong>, duke marr\u00eb m\u00eb shum\u00eb nga buxheti sesa kontribuojn\u00eb. Kjo \u00ebsht\u00eb teorikisht nj\u00eb zgjedhje e drejt\u00eb politike p\u00ebr zhvillim afatgjat\u00eb, por mbetet ende e kufizuar n\u00eb ndikim. <br>Nd\u00ebrkoh\u00eb, <strong>administrata publike \u00ebsht\u00eb p\u00ebrfituesi neto m\u00eb i madh<\/strong>, duke marr\u00eb 27% t\u00eb shpenzimeve buxhetore.<\/p>\n\n\n\n<p><strong>Tabela 19.
