This increase, although slower than the surges of previous years such as 15.1 percent in 2024 or over 45 percent in 2023, indicates a transition from the post-pandemic “boom” phase to a more sustainable and mature growth, where Albania has moved from an emerging destination to a consolidated force in the Balkans.
The evolution of the number of non-resident visitors from 2021 to 2025 illustrates this dramatic transformation: starting from around 4.2 million in 2021, when the country was just emerging from pandemic restrictions and daily visits from Balkan neighbors dominated, the number rose to 6.75 million in 2022 with a jump of 60.7 percent, thanks to market reopening and early promotion. The peak came in 2023 with 10.15 million visitors, a 50.4 percent increase that turned Albania into a viral destination, followed by a slowdown in pace in 2024 and the absolute peak in 2025, where cumulative growth since 2021 reaches nearly 197 percent.

This trend, supported by official INSTAT data, signals that the focus should now not be only on attracting masses, but on extending stays, increasing spending and encouraging repeat visits, turning tourism into a long-term development engine. However, some differences in the estimates of the early years, such as those suggesting a stagnation in 2022 or a stronger increase in 2023, underline the need to leverage this critical mass to invest in premium products such as rural or winter tourism, shifting from quantitative to qualitative growth.
A key moment in this analysis is the examination of overnight stays, the most important indicator of tourism quality, as it measures the real economic contribution through time spent in the country. In 2025, Albania recorded 9.672 million total overnight stays in accommodation structures, another record, with 7.137 million of them from non-resident visitors, a dramatic increase of 37.9 percent from 5.176 million in 2024 and 2.535 million from domestic residents, with a 14.6 percent increase. This jump in foreign overnight stays, nearly six times higher than the growth in the number of visitors, shows an increase in the average stay from 0.442 nights per visitor in 2024 to 0.572 in 2025, an improvement of 29.4 percent signaling a shift away from the model of daily visits toward longer and more profitable stays.

The evolution from 2021, when non-resident nights were around 2.031 million with an average of 0.48, to 2023 with 3.907 million and an average of 0.38, shows continuous growth, but it is 2025 that marks the turning point, especially when alternative estimates from AIRDNA for informal stays are included, bringing the real total to around 9.5 million non-resident nights.
This increase, particularly in the low season such as December with 39.2 percent more foreign nights, confirms the extension of the season through mountain, cultural and conference tourism, creating the basis for 20-30 percent more revenue without additional visitors if the average reaches 0.7-0.8 nights by 2027.
The analysis further deepens into complementary dimensions: average length of stay, seasonality and distribution by borders, which reveal whether tourism is sustainable or dependent on temporary flows.
The average length of stay, calculated as the ratio of nights to visitors, has evolved from low levels such as 0.37 in 2022, dominated by daily visits from Kosovo to 0.572 in 2025, a 29.4 percent increase showing that visitors are replacing short excursions with 3-4 day stays in official structures, generating a stronger chain effect in the economy.

This structural change, illustrated by the stay graph, is the strongest indicator of the shift toward higher value tourism.
Regarding seasonality, it remains extreme, with 75-80 percent of nights in June-September and 55-65 percent only in July-August, creating seasonal pressure on infrastructure, but 2025 marks a slight easing, especially in winter with a 26.2 percent increase in total nights in December and 20.4 percent capacity utilization.

Factors such as road improvements, ferry lines and cultural events in Tirana or the north are driving this balancing, promising more sustainable employment and distributed income, if the trend continues.

Distribution by borders completes this picture: land entries dominate with 65-70 percent, mainly from neighbors such as Kosovo with stays under 0.2 nights, limiting economic impact, while air entries (25-30 percent) from Western Europe with 10-15 percent growth thanks to low-cost flights and the Vlora Airport bring visitors with 3-5 day stays and high spending. Sea entries, under 5 percent, are increasing slightly thanks to new lines from Italy, favoring families with longer stays. This shift, where air grows faster than land, is the basis for more sustainable tourism, reducing dependence on daily visits and increasing average value per visitor.

Finally, comparison with the Balkan region places Albania in context, positioning it as a player in transition. With 12.47 million visitors, it is close to Bulgaria (12-13 million) and far ahead of Montenegro (2.8-3 million) or North Macedonia (1.2-1.5 million), but far from Croatia (22.5 million) or Greece (35-37 million).

The 6.6 percent growth rate is among the highest, but the 7.14 million nights are low compared to 85-90 million in Croatia or 200 million in Greece, mainly due to the short length of stay of 0.57 nights compared to 3.5-6 nights in neighboring countries.

Seasonality of 75-80 percent is comparable to Montenegro or Bulgaria, but the 39 percent increase in winter nights in 2025 makes Albania more dynamic. Advantages such as low prices and untouched landscapes, together with the 29.4 percent jump in length of stay, offer potential to catch up with neighbors by 2028, if investments in infrastructure and year-round tourism continue.
