At the end of 2025<\/strong>, the media reported a story that shocked public opinion in Albania<\/strong>.<\/p>\n\n\n\n

A Spanish citizen, \u00c1lvaro Romillo Castillo<\/strong>, known as \u201cCryptoSpain,\u201d<\/strong> was arrested in Spain for a cryptocurrency pyramid scheme<\/strong> that defrauded thousands of people<\/strong> and caused damages of \u20ac250\u2013300 million<\/strong>.<\/p>\n\n\n\n

The illegal funds<\/strong> managed to penetrate Albania<\/strong>, where authorities seized assets worth about \u20ac30 million<\/strong> (approximately 2.9 billion lek<\/strong>), including land, luxury cars, bank accounts, and three companies in tourism and real estate<\/strong>, mainly in Dh\u00ebrmi<\/strong>, a village of about 600 houses<\/strong>.<\/p>\n\n\n\n

The main concern<\/strong> is not only the scale of the scheme in such a small and highly visible area<\/strong>, monitored by local tax offices, the cadastre, the municipality, police, and local banks<\/strong>, but the fact that none of these institutions detected or reported in time<\/strong> such an extraordinary flow of assets and transactions<\/strong>.
In a small territory like Dh\u00ebrmi<\/strong>, where land purchases, construction activity, and the emergence of luxury assets<\/strong> are highly visible to the community, this kind of activity should have generated early warning signals<\/strong> from tax inspectors, community policing, property registration offices, and the local branches of central institutions<\/strong>.<\/p>\n\n\n\n

The fact that the discovery did not come from Albanian institutions<\/strong>, but from an investigation conducted in Spain<\/strong> under Operation PONEI<\/strong>, with the support of Europol and the Spanish Civil Guard<\/strong>, deepens this institutional gap even further<\/strong>.<\/p>\n\n\n\n

Albania became involved only after Spanish authorities traced the money flows<\/strong>, a clear indication that our preventive system, from the field to the center, failed to function in real time<\/strong> and only reacted after evidence arrived from abroad<\/strong>.<\/p>\n\n\n\n

On paper, laws and national strategies assign clear roles to institutions<\/strong>.<\/p>\n\n\n\n

The Tax Administration<\/strong> must monitor the field and detect real-time financial flows<\/strong> related to tax evasion<\/strong>, which often masks dirty money<\/strong>.
The Financial Intelligence Agency (AIF)<\/strong> (formerly the General Directorate for the Prevention of Money Laundering \u2013 DPPPP<\/strong>) must analyze suspicious transaction reports<\/strong> and alert law enforcement<\/strong>.
The Bank of Albania<\/strong> must activate mechanisms to supervise banking flows<\/strong>.
The Police<\/strong> must monitor the territory<\/strong> and report suspicious cases<\/strong>.
SPAK<\/strong> must investigate major cases and act swiftly<\/strong>.<\/p>\n\n\n\n

But these mechanisms cannot function<\/strong> if they are not fed by field intelligence<\/strong>, from community policing<\/strong>, local administration<\/strong>, and the signals generated where economic activity actually takes place<\/strong>.<\/p>\n\n\n\n

In this case, none of them moved beyond ex-post reaction<\/strong>.
The shell companies \u201cWortned\u201d and \u201cWortonova\u201d<\/strong> were created in June 2024<\/strong>, properties were purchased below market value<\/strong>, and significant wealth appeared in a small tourist area<\/strong>, yet no red flags were raised<\/strong> until Spain revealed the photos and the schemes<\/strong>.<\/p>\n\n\n\n

This shows that, beyond weaknesses at the central level<\/strong>, even the first line of the state \u2014 community policing and local oversight \u2014 is not functioning as a preventive filter<\/strong>, allowing money laundering to flourish silently<\/strong> until it erupts as an international scandal<\/strong>.<\/p>\n\n\n\n

Proactive inaction becomes even more worrying with the Fiscal Peace<\/strong>, which entered into force in 2026<\/strong>. This mechanism allows the wiping out of old debts<\/strong> and the declaration of assets without deep verification of their origin<\/strong>.<\/p>\n\n\n\n

In a country where corruption and money laundering remain major challenges<\/strong>, such a policy can serve as \u201cofficial laundering\u201d<\/strong> for suspicious funds<\/strong>. Properties in Dh\u00ebrmi owned by someone like Romillo<\/strong> could end up declared as \u201cundeclared assets\u201d<\/strong> without anyone asking about their true origin<\/strong>.<\/p>\n\n\n\n

The construction sector<\/strong> reveals another serious problem: companies with minimal starting capital and loss-making balance sheets<\/strong> receive permits for large projects<\/strong>.
Between 2015 and 2023<\/strong>, the number of construction companies increased by 40%<\/strong>, yet most have only 1\u20134 employees<\/strong> and no real financial capacity<\/strong>.
More than two-thirds of high-rise buildings in Tirana<\/strong> are built by companies without verified financing<\/strong>, creating opportunities for money laundering<\/strong> and risks for citizens through unfinished projects<\/strong>.<\/p>\n\n\n\n

The permit process<\/strong> remains vulnerable to bribery<\/strong>, with over one-third of businesses admitting they pay to speed up approvals<\/strong>.
This creates a dangerous cycle<\/strong> where informal money enters easily<\/strong>, fair competition is distorted<\/strong>, trust in institutions collapses<\/strong>, and citizens pay the highest price<\/strong>\u2014with unfinished apartments<\/strong> or an economy where clean money has less and less space<\/strong>.<\/p>\n\n\n\n

What stands out in this case is the total imbalance between institutional potential and actual results<\/strong>.<\/p>\n\n\n\n

We are talking about \u20ac30 million<\/strong>\u2014a very large amount for Albania\u2019s small market<\/strong>\u2014that was not identified in time by multiple key institutions<\/strong>: the Municipality, Police, AIF, Tax Administration, Bank of Albania, and SPAK<\/strong>.<\/p>\n\n\n\n

This failure shows that investments in technology and human capacity<\/strong>, even when significant, do not automatically translate into real effectiveness<\/strong>.
In other words, having software and staff is not enough<\/strong>\u2014if procedures, coordination, and political will are weak<\/strong>, such schemes are allowed to operate until arrests occur abroad<\/strong>.<\/p>\n\n\n\n

This shows two things:<\/p>\n\n\n\n

First<\/strong>, technology and capacity are only tools, not guarantees<\/strong>. Without functional protocols, direct inter-institutional coordination, and above all political will<\/strong>, prevention remains theory, not practice<\/strong>.<\/p>\n\n\n\n

Second<\/strong>, failure to act in time creates a precedent<\/strong> where money laundering, tax evasion, and shell companies become a \u201ctolerated norm.\u201d<\/strong> Albania is not alone in this; other Balkan countries, such as Greece<\/strong>, show the same pattern\u2014institutions react only after international scandal, not proactively<\/strong>.<\/p>\n\n\n\n

The problem is not only the money that was seized<\/strong>, but the system that allowed it to happen<\/strong>\u2014an institutional ecosystem<\/strong> that, despite investments, fails to prevent crises before they become international scandals<\/strong>.<\/p>\n\n\n\n

The Romillo case<\/strong> clearly shows that Albania is far from having a system that prevents damage before it occurs<\/strong>.<\/p>\n\n\n\n

This case increases concern that the Fiscal Peace<\/strong>, by allowing asset declarations without tracing the origin of funds<\/strong>, may further weaken the ability of institutions to follow dirty money<\/strong>, opening the door to many similar cases in the future<\/strong>.<\/p>\n\n\n\n

Real change begins when institutions move from \u201creacting after the fact\u201d to \u201cpreventing before the fact\u201d<\/strong>\u2014a demand that the IMF, the European Union, and international reports have been repeating for years.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"
