This slightly lower growth compared to the previous year indicates a <strong>slowdown in cost pressures<\/strong> in the construction sector. <strong>Wage expenses increased by 6.6%<\/strong>, highlighting strong demand for skilled labor, while <strong>machinery and other costs rose by 2.4% each<\/strong>. Meanwhile, <strong>construction materials decreased by 0.6%<\/strong>, suggesting a <strong>stabilization of global markets<\/strong> and price corrections following previous increases. On a <strong>quarterly basis<\/strong>, IKN grew moderately by <strong>0.4%<\/strong>, with wages and transport being the <strong>most influential components<\/strong>, while materials remained stable. This dynamic shows that the <strong>construction sector is in a stable phase<\/strong>, but <strong>labor cost pressures continue to impact the domestic economy<\/strong> and, consequently, <strong>housing and service prices for citizens<\/strong>.<\/p>\n\n\n\n<p>The <strong><a href=\"https:\/\/www.instat.gov.al\/media\/pwqidg2x\/indeksi-i-\u00e7mimeve-te-importit-i\u00e7i-tr_3-2025.pdf\">Import Price Index<\/a> (I\u00c7I)<\/strong>, in the same quarter, reached <strong>107.4 points<\/strong>, marking a <strong>year-on-year decline of 0.5%<\/strong>. The largest drop occurred in <strong>electricity, gas, steam, and air conditioning (-4.6%)<\/strong>, reflecting an <strong>easing of international energy costs<\/strong>. The <strong>manufacturing sector fell slightly by 0.3%<\/strong>, while the <strong>extractive industry rose by 0.4%<\/strong>. Stronger declines were seen in <strong>food, wood, and textiles<\/strong>, whereas some specialized subsectors, such as <strong>metal products and tobacco<\/strong>, showed <strong>moderate price increases<\/strong>. On a <strong>quarterly basis<\/strong>, I\u00c7I decreased by <strong>0.2%<\/strong>, indicating that <strong>import prices remain stable<\/strong>, translating into <strong>low pressure on consumer inflation and production costs<\/strong>.<\/p>\n\n\n\n<p>The <strong><a href=\"https:\/\/www.instat.gov.al\/media\/1knjf3sd\/tr-3-2025-icp-shqip.pdf\">Producer Price Index<\/a> (I\u00c7P)<\/strong> reached <strong>129.5 points<\/strong>, recording a <strong>mild annual increase of 0.2%<\/strong> and a <strong>quarterly decrease of 0.1%<\/strong>. The <strong>manufacturing sector was the main contributor (+0.4%)<\/strong>, while <strong>extractive industry<\/strong> and the <strong>water supply and waste management sector<\/strong> each contributed <strong>+0.2%<\/strong>. Within manufacturing, <strong>furniture and beverage production rose by 1.3%<\/strong>, while <strong>clothing and chemical production decreased by 0.5%<\/strong>. For market orientation, <strong>domestic I\u00c7P increased by 0.3%<\/strong>, whereas <strong>export-oriented prices grew slightly by 0.1%<\/strong>, showing that <strong>export prices are sensitive to international energy fluctuations and global supply chains<\/strong>.<\/p>\n\n\n\n<p>These <strong>three indices are directly linked to the <a href=\"https:\/\/www.instat.gov.al\/media\/l0rna4bg\/ick_nentor_2025.pdf\">Consumer Price Index<\/a> (CPI)<\/strong>, which in <strong>November 2025 reached 2.1%<\/strong>. Inflation was mainly influenced by the <strong>\u201cRent, water, fuel, and energy\u201d group (+0.81 pp)<\/strong> and <strong>food (+0.51 pp)<\/strong>. <strong>IKN contributes to consumption pressures<\/strong> through labor and construction costs, while <strong>I\u00c7I and I\u00c7P provide stability<\/strong>, limiting rapid price increases for citizens.<\/p>\n\n\n\n<p>Throughout <strong>2025<\/strong>, the <strong>inflation trend has been moderate and stable (1.9\u20132.5%)<\/strong>, with <strong>energy and food prices as the main sources of variation<\/strong>, and <strong>minor quarterly fluctuations<\/strong>, reflecting a <strong>stable market without strong external pressures<\/strong>.<\/p>\n\n\n\n<p>For <strong>2026<\/strong>, <strong>moderate inflation is expected<\/strong>, influenced by <strong>energy, rents, and food<\/strong>. In the <strong>baseline scenario<\/strong>, average inflation may range between <strong>2.2\u20132.5%<\/strong>, with <strong>IKN maintaining moderate pressure<\/strong>, <strong>I\u00c7I stable<\/strong>, and <strong>I\u00c7P steady<\/strong>. In an <strong>optimistic scenario<\/strong>, inflation could fall to <strong>1.8\u20132.0%<\/strong>, due to <strong>slower wage growth and lower import prices<\/strong>.
