Around 70–80% operate with negative results or minimal profit margins, while accumulated losses in key sectors such as energy, water supply, public transport, and waste management reach hundreds of millions of euros. This management model has created a vicious financial circle. Debts to suppliers, the budget, or state-owned banks force the government to continue subsidies, increasing the burden on citizens and hindering investments in functional public services.

Many enterprises are characterized by massive overstaffing, not due to actual technical needs, but as a result of political influence and clientelist hiring practices. In some cases, personnel costs account for 50–70% of operational expenses, limiting opportunities for maintenance, technological investments, and service improvements. This is a direct public interest issue, as every citizen pays for the losses and political decisions that fuel the cycle of mismanagement.

At the heart of the crisis lies inefficient management and lack of professionalism. Executives are often appointed based on political influence rather than merit or technical ability. In the energy and water supply sectors, politically appointed managers have made decisions on service purchases or capital investments without clear cost-benefit analysis, creating losses of hundreds of millions. There is no objective monitoring of the performance of executives or the effectiveness of boards of directors, leaving them practically immune to the consequences of their decisions.

The absence of corporate governance exacerbates the crisis. Public enterprises do not follow modern standards of transparency or internal auditing. Financial reports are often not published on time or fail to provide complete data on losses and debts. Boards of directors, theoretically supervisory, are in many cases merely formal and used to justify political decisions rather than ensure sound financial management.

Political interference in decision-making is also evident. Capital investments, massive hiring, and tariff changes are often determined according to the electoral calendar and party needs, not economic analysis. In municipal waste companies, the creation of new positions has occurred to meet electoral expectations, neglecting efficiency and service to citizens. In this way, enterprises function as social instruments rather than independent economic actors.

The financing model is equally problematic. Most enterprises rely continuously on subsidies to cover losses, creating fiscal dependence and eliminating incentives for efficiency. Without new capital and technological investments, productivity remains low and services are delivered suboptimally. A clear example is the water sector, where outdated networks and the lack of modern equipment lead to significant water losses and additional operational costs, while subsidies are used to cover deficits rather than improve infrastructure.

Structural management problems, lack of corporate governance, political interference, and a weak financial model create an ecosystem where losses are not accidental but the result of a system that does not prioritize public interest and efficiency. Every poorly managed decision, every overstaffed position, and every repeated subsidy translates into real costs for citizens, turning public asset management into a continuous burden on the budget and daily life of Albanian families.

Losses are not just statistics.
