{"id":23563,"date":"2025-10-13T08:42:13","date_gmt":"2025-10-13T06:42:13","guid":{"rendered":"https:\/\/altax.al\/?p=23563"},"modified":"2025-10-13T08:42:16","modified_gmt":"2025-10-13T06:42:16","slug":"taxation-as-a-growth-engine-albania-between-fiscal-potential-and-institutional-barriers","status":"publish","type":"post","link":"https:\/\/altax.al\/en\/taxation-as-a-growth-engine-albania-between-fiscal-potential-and-institutional-barriers\/","title":{"rendered":"Taxation as a growth engine: Albania between fiscal potential and institutional barriers"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">At a time when the debate over the efficiency of fiscal policies is more alive than ever, Albania stands as a typical case of an economy that has surpassed the minimal fiscal threshold for development, yet still struggles to build the structures needed to make this threshold truly transformative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the <strong>ALTAX<\/strong> analysis (in Albanian), based on the IMF study <em>\u201cS<a href=\"https:\/\/www.imf.org\/-\/media\/Files\/Publications\/WP\/2025\/English\/wpiea2025203-source-pdf.ashx\">tate Capacity, Institutions and Growth \u2013 Taxing for Takeoff,<\/a>\u201d<\/em> Albania reached a <strong>tax revenue level of 18.4% of GDP in 2024<\/strong>, significantly above the critical 10% threshold the IMF considers as a turning point toward economic development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a significant achievement: the country has generated the necessary <strong>\u201cfiscal fuel\u201d<\/strong> to power growth.<br>But the key question remains, does Albania have the <strong>\u201cinstitutional and financial engine\u201d<\/strong> to convert this energy into sustainable development?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An unbalanced Fiscal Capacity<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At first glance, the figures seem encouraging. Tax revenues have increased, and the government has fiscal space for public investment. However, the structure of these revenues remains fragile. Over <strong>65%<\/strong> come from indirect taxes, which are highly sensitive to consumption patterns and tourism seasonality, while the contribution of direct taxes and a broad tax base remains limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This heavy reliance on consumption and imports makes the fiscal base unstable. Furthermore, <strong>governance efficiency (46\/100 according to WGI)<\/strong> and <strong>private sector credit (33.9% of GDP)<\/strong> show that the channels for converting this potential into sustainable growth are still weak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The fragile Tripod of development<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ALTAX analysis defines the current situation as a <strong>\u201cfragile tripod\u201d<\/strong> where the three main pillars, fiscal policy, institutions, and finance remain out of balance:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Fiscality<\/strong> is above the minimal threshold but highly sensitive to economic fluctuations.<\/li>\n\n\n\n<li><strong>Public institutions<\/strong> operate with limited capacities, facing challenges in policy implementation and corruption control.<\/li>\n\n\n\n<li><strong>The financial system<\/strong> remains shallow, providing insufficient credit and long-term investment instruments.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Under these conditions, tax revenues create <strong>potential<\/strong>, but not <strong>sustainable development<\/strong>. As the analysis stresses, Albania has crossed the fiscal threshold, but not the institutional and financial ones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Toward a new phase of fiscal policy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Drawing from the latest analytical insights, ALTAX proposes that Albania\u2019s fiscal and development policy should be structured around <strong>three interlinked levels<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Short term:<\/strong> Modernizing tax administration and formalizing the economy must be top priorities. Full implementation of <strong>e-invoicing<\/strong>, integrated with banks and customs, will enhance transparency and efficiency.<\/li>\n\n\n\n<li><strong>Medium term:<\/strong> Deepening <strong>financial development<\/strong> and improving <strong>governance<\/strong> are essential. Guarantee mechanisms for SMEs, capital market development, and performance-based management in the public sector are necessary for a more resilient economy.<\/li>\n\n\n\n<li><strong>Long term:<\/strong> <strong>Integration with EU standards<\/strong> and investment in <strong>human capital<\/strong> will enable sustainable growth and higher productivity.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>From Potential to Reality<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Albania stands at a decisive point in its development journey. Fiscal capacity exists, so the \u201cfuel\u201d is there, but to ignite the <strong>engine of growth<\/strong>, governance must be reformed, the <strong>rule of law<\/strong> strengthened, and the <strong>financial system<\/strong> deepened. Without these elements, growth remains <strong>cyclical<\/strong>, driven by seasonal factors, and not <strong>transformative<\/strong> in nature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compared with neighbors such as <strong>Serbia<\/strong> and <strong>North Macedonia<\/strong>, Albania has a comparable fiscal base but <strong>weaker institutions and financial depth<\/strong>. This makes a clear reform direction essential, one that unites taxation, investment, and institutional trust into a coherent development system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In conclusion, as highlighted by ALTAX, the opportunity for <strong>\u201ctakeoff\u201d<\/strong> exists, but only <strong>institutions and finance<\/strong> can make it real.<br>Albania has the tools, but not yet the structure, to turn them into sustainable growth.
