When elephants fight, only the grass is crushed.<\/em><\/p>\n\n\n\n

This expression seems more relevant than ever, as the economic standoff between the United States and the European Union risks turning into a tariff clash with repercussions that will extend far beyond the Atlantic.<\/p>\n\n\n\n

In this whirlpool, Albania, as a small economy, heavily import-dependent and acutely exposed to external shocks risks paying the price without even being part of the negotiations.<\/p>\n\n\n\n

U.S. President Donald Trump has warned that he will impose 30% tariffs on European exports if an agreement is not reached by August 1st.
Although Washington is sending signals of openness, the experience with Trump\u2019s unpredictable stances serves as a reminder that everything can change overnight.<\/p>\n\n\n\n

Europe is preparing for the worst-case scenario.<\/p>\n\n\n\n

The European Commission has temporarily suspended its planned countermeasures and released a second list of retaliatory tariffs covering U.S. exports worth \u20ac72 billion. The list is both strategic and symbolic: it includes American consumer icons such as Harley-Davidson, bourbon, Boeing aircraft, vehicles, food, and sensitive industries, but excludes technological products that directly impact Europe\u2019s manufacturing economies.<\/p>\n\n\n\n

As the EU prepares countermeasures against the U.S. and tries to buy time for a deal, small economies on the margins of the European trade system find themselves in vulnerable positions.<\/p>\n\n\n\n

Albania is neither an EU member nor a direct party to these negotiations. But it is deeply dependent on European supply chains, EU export markets, and the import of processed products and industrial goods critical to its fragile economy.<\/p>\n\n\n\n

If the EU faces U.S. tariffs, the prices of products imported into Albania will rise. This includes everything from construction materials to food, machinery, and semi-processed goods used by Albanian industries, already under pressure from high energy costs and a shortage of skilled labor.<\/p>\n\n\n\n

It is no coincidence that this crisis is unfolding at the peak of the tourist season, a time when Albania\u2019s economy usually breathes more freely.<\/p>\n\n\n\n

But this year, the season has brought more stress than relief.<\/p>\n\n\n\n

Meanwhile, the 2025 tourist season has introduced additional domestic challenges. Measures to free up public spaces and formalize businesses have created a tense environment for micro and small enterprises, the backbone of seasonal tourism and services in the country. This tension comes at a moment when economic structures need stability and clarity more than sudden interventions.<\/p>\n\n\n\n

In this context, any increase in input costs due to a U.S.- EU trade escalation would be compounded by the uncertainty already present on the ground. The risk is that both external and internal pressures could interact and push more small economic actors toward informality or even force them to shut down.<\/p>\n\n\n\n

Is Albania ready?<\/p>\n\n\n\n

For now, neither the Bank of Albania nor the Ministry of Finance has issued a clear signal that they are addressing the risks of a global trade escalation. Without a concrete risk scenario and a coordinated response between monetary and fiscal policy, the economy risks entering this storm empty-handed.<\/p>\n\n\n\n

The Albanian economy is already exposed to imported inflation, with an exchange rate that fluctuates under the influence of foreign currency inflows and seasonal interventions. If these tariffs materialize, we will witness an immediate restructuring of supply chains accompanied by rising prices of basic goods with a direct impact on consumers and businesses.<\/p>\n\n\n\n

It is not easy to predict how negotiations between the world\u2019s two largest economic blocs will unfold. But for countries like Albania, on the periphery of these processes, it would be useful to begin deeper assessments of the risks associated with this trade conflict, especially in the most exposed sectors: goods imports, energy, construction, agro-processing, and tourism.<\/p>\n\n\n\n

Moreover, closer monitoring of the foreign exchange market and speculative movements, as well as an evaluation of supply chains dependent on European imports would be valuable elements for building a more resilient response to this growing uncertainty.<\/p>\n\n\n\n

Albania must not remain a mere spectator in this confrontation.<\/p>\n\n\n\n

Effects, even when not sudden are transmitted through trade channels, prices, and the expectations of consumers and producers. In a small economy, even indirect movements can have direct consequences. Therefore, not to cause alarm but to encourage deeper institutional reflection, this is a time for increased attention, careful analysis, and preparation should the global economic horizon begin to shake more strongly. In an interdependent world, nothing happens in isolation. And the best response often begins with clarifying the risk, not necessarily with alarm, but with vigilance.<\/p>\n","protected":false},"excerpt":{"rendered":"
