The official employment rate for the population aged 15\u201364 stands at <strong>69.5%<\/strong>, an increase of <strong>1.2 percentage points<\/strong> compared to a year earlier, while <strong>labor force participation<\/strong> has risen to <strong>76.7%<\/strong>. These figures suggest an intensification of economic activity and a mild optimism in activating the population in the labor market.<\/p>\n\n\n\n<p>However, these improvements remain <strong>mainly quantitative<\/strong>, without a deep <strong>structural transformation<\/strong>. Essentially, the growth is being sustained by the <strong>services sector<\/strong>, which accounts for the largest share of employment and shows a <strong>6.4% annual increase<\/strong>. Meanwhile, <strong>agriculture continues to lose ground<\/strong> with a <strong>decline of 9.3%<\/strong>, and <strong>industry shows only a minimal technical increase of 0.1%<\/strong>, failing to substantially affect the economic structure or the demand for quality jobs.<\/p>\n\n\n\n<p>This situation reflects a labor market that, although growing in numbers, is not addressing key challenges such as <strong>high informality<\/strong>, <strong>lack of quality jobs<\/strong>, and <strong>declining employment in key economic sectors<\/strong>.<\/p>\n\n\n\n<p><strong>Employment Growth as surface-level performance<\/strong><\/p>\n\n\n\n<p>Despite increases in employment and participation, there are troubling signs indicating a deeper issue in the <strong>quality and stability<\/strong> of the jobs being offered.<\/p>\n\n\n\n<p>The services sector, which is the main driver of growth, is characterized by <strong>high informality<\/strong> and <strong>temporary contracts<\/strong>, offering neither stability nor long-term development opportunities, especially for <strong>young people<\/strong>.<\/p>\n\n\n\n<p>The decline in agricultural employment is a major factor driving <strong>emigration<\/strong>, as many rural residents find no economic alternatives in their areas.<\/p>\n\n\n\n<p><strong>Industry<\/strong>, which has the potential to generate quality and value-added jobs, remains stagnant, unable to compete with the service sector.<\/p>\n\n\n\n<p><strong>Employment fails to retain youth in the country<\/strong><\/p>\n\n\n\n<p>One of the most pressing problems and key challenges of Albania\u2019s labor market is the <strong>weak connection between young people\u2019s needs and the actual opportunities<\/strong> offered by the economy. The unemployment rate among the <strong>15\u201329 age group<\/strong> remains high at <strong>17.9%<\/strong>, despite a modest decrease recently. A significant portion of economically inactive youth\u2014<strong>about 72.7%<\/strong>\u2014are still in education, attempting to prepare for the labor market. However, the <strong>transition from education to employment<\/strong> remains problematic, as many fail to successfully integrate into the <strong>formal labor market<\/strong>.<\/p>\n\n\n\n<p>This gap between the <strong>education system<\/strong> and the <strong>market economy&#8217;s demands<\/strong> is evident in the lack of quality jobs, as well as poor prospects for professional development and economic stability. In a service-dominated economy\u2014often informal and characterized by short-term contracts\u2014many young people see <strong>emigration<\/strong> as the best path to stable work and better living conditions. This phenomenon is draining the country of its <strong>most qualified workforce<\/strong> and weakening its <strong>long-term development potential<\/strong>.<\/p>\n\n\n\n<p>To address this challenge, public policy and the education system must work together to build strong <strong>bridges between education and the labor market<\/strong>, offering <strong>practical training<\/strong>, <strong>sector-specific programs<\/strong>, and <strong>entrepreneurship support for youth<\/strong>. Only in this way can <strong>mass emigration be curbed<\/strong> and real opportunities created for young people to remain and contribute to the country\u2019s development.<\/p>\n\n\n\n<p><strong>Women and Vulnerable Groups show increased participation, but not real inclusion<\/strong><\/p>\n\n\n\n<p>In Q1 2025, <strong>female labor force participation<\/strong> rose to <strong>70.9%<\/strong>, a positive indicator reflecting efforts toward <strong>greater gender inclusion<\/strong> in the labor market. However, this numerical increase does not reflect <strong>real and sustainable inclusion<\/strong>, as women continue to face major challenges and <strong>structural inequalities<\/strong>.<\/p>\n\n\n\n<p>The <strong>employment rate for women<\/strong> is <strong>63.3%<\/strong>, significantly lower than <strong>75.8%<\/strong> for men, while their <strong>unemployment rate<\/strong> stands at a concerning <strong>9.8%<\/strong>. This gap shows that women have <strong>fewer opportunities to enter and remain<\/strong> in the formal labor market, often facing <strong>unstable contracts<\/strong>, <strong>lower pay<\/strong>, and <strong>limited career advancement<\/strong>.<\/p>\n\n\n\n<p>One of the main barriers contributing to this situation is the <strong>disproportionate burden of family care duties<\/strong> borne by women. The <strong>lack of adequate social support infrastructure<\/strong>\u2014such as kindergartens, day-care centers, or services for people with special needs\u2014limits their ability to participate in the labor market and develop <strong>sustainable careers<\/strong>.<\/p>\n\n\n\n<p>Moreover, a significant share of the economically inactive population is due to <strong>household duties<\/strong>, representing an <strong>untapped labor force<\/strong> that could be mobilized through appropriate social and economic policies.<\/p>\n\n\n\n<p>This situation calls for <strong>inclusive policies<\/strong> that address gender inequalities, including <strong>investment in social infrastructure<\/strong>, <strong>promotion of flexible work<\/strong>, and <strong>programs that support women\u2019s career development and entrepreneurship<\/strong>.<\/p>\n\n\n\n<p>Currently, policies for <strong>formalizing employment<\/strong>, <strong>facilitating youth entry<\/strong> into the labor market, and <strong>ensuring gender equality<\/strong> in employment are <strong>fragmented, unclear, and often out of sync<\/strong> with economic reality and market needs.<\/p>\n\n\n\n<p>This lack of coherence explains why many citizens\u2014especially <strong>youth and rural residents<\/strong>\u2014see <strong>emigration as the only practical solution<\/strong> for a better life.<\/p>\n\n\n\n<p><strong>What needs to change, and how are EU Integration Policies impacting?<\/strong><\/p>\n\n\n\n<p>The labor market is facing <strong>complex challenges<\/strong> that require more than just numerical growth in employment. What the country needs is <strong>qualitative transformation<\/strong>\u2014a shift from basic employment to <strong>value-added employment<\/strong>, focusing on strategic sectors such as <strong>manufacturing, modern technology<\/strong>, and <strong>advanced agriculture<\/strong>. Achieving this requires the creation of <strong>formal, long-term jobs<\/strong> that provide <strong>stability and professional growth<\/strong>.<\/p>\n\n\n\n<p>Another key pillar is <strong>education and vocational training<\/strong>. Albania must strengthen its <strong>vocational and dual education systems<\/strong>, enhance cooperation with businesses, and invest in <strong>regional skills centers<\/strong>. This would allow young people to acquire <strong>practical and technical skills<\/strong> demanded by an economy in <strong>technological transition<\/strong>. Only quality vocational preparation can ensure a strong <strong>education-to-employment link<\/strong>.<\/p>\n\n\n\n<p>Another critical dimension is <strong>regional development and rural integration<\/strong>. Policies should focus on supporting activities such as <strong>agro-processing<\/strong>, <strong>rural tourism<\/strong>, <strong>logistics<\/strong>, and <strong>infrastructure investment<\/strong> in isolated areas. This would not only <strong>prevent population outflow<\/strong> but also <strong>halt rural depopulation<\/strong>, preserving demographic and economic balance.<\/p>\n\n\n\n<p><strong>Inclusion of women and vulnerable groups<\/strong> remains another key point. Although female labor force participation has increased, ongoing obstacles related to <strong>child and elder care<\/strong>, and the <strong>lack of support infrastructure<\/strong>, continue to restrict their effective participation. Policies should address this through <strong>reskilling programs<\/strong>, <strong>flexible work arrangements<\/strong>, and <strong>gender equality measures<\/strong>.<\/p>\n\n\n\n<p>A major issue is also the <strong>informality in the labor market<\/strong>. Fiscal incentives for <strong>formal employment<\/strong> must be improved, <strong>enforcement against informality<\/strong> strengthened, and <strong>registration processes simplified<\/strong> for <strong>seasonal and self-employed workers<\/strong>. Linking <strong>social insurance schemes<\/strong> to <strong>real benefits<\/strong> is also essential to incentivize formalization.<\/p>\n\n\n\n<p>In this process, <strong>EU policies play a significant role<\/strong>. Integration with the EU has brought about <strong>legal harmonization<\/strong> and <strong>raised labor market standards<\/strong>, including through <strong>Chapter 19 of the acquis<\/strong>, which targets <strong>gender equality<\/strong> and <strong>working conditions<\/strong>. However, implementation is <strong>slow<\/strong>, due to <strong>limited institutional capacities<\/strong>. The <strong>EU Growth Plan for the Western Balkans (2024\u20132030)<\/strong> provides important support for <strong>vocational education<\/strong>, <strong>youth employment<\/strong>, and <strong>digitalization of services<\/strong>, while cooperation with the <strong>EBRD<\/strong> and <strong>IPA funds<\/strong> contributes to <strong>training center development<\/strong> and <strong>social reforms<\/strong>.<\/p>\n\n\n\n<p>Yet, paradoxically, this integration process is also <strong>fueling emigration of the most qualified labor force<\/strong>. Visa liberalization, <strong>degree recognition<\/strong>, and the <strong>lack of competitive opportunities<\/strong> within the country are turning Albania into an <strong>exodus zone for talent<\/strong>. This is the <strong>greatest long-term challenge<\/strong>: how to <strong>retain and develop human capital<\/strong>, offering <strong>real career opportunities and a sustainable life<\/strong> for youth and professionals.<\/p>\n\n\n\n<p>Albania must move from a <strong>fragmented approach<\/strong> to an <strong>integrated and inclusive strategy<\/strong> that connects <strong>education<\/strong>, <strong>regional economic development<\/strong>, <strong>gender equality<\/strong>, and <strong>formalization of employment<\/strong>. Only this way can the labor market become a <strong>driver of economic growth and social cohesion<\/strong>, halting <strong>emigration<\/strong> and building a <strong>more sustainable future<\/strong> for its citizens.<\/p>\n\n\n\n<p>The labor market in Albania has made <strong>numerical progress<\/strong>, but <strong>structural challenges remain unresolved and are deepening<\/strong>: informality, sectoral imbalance, lack of quality jobs, gender inequalities, and the emigration of skilled labor. These continue to be <strong>major obstacles<\/strong> to the <strong>sustainable development<\/strong> of the labor market and the Albanian economy as a whole.
