{"id":22434,"date":"2025-06-16T17:11:46","date_gmt":"2025-06-16T15:11:46","guid":{"rendered":"https:\/\/altax.al\/?p=22434"},"modified":"2025-06-16T17:12:16","modified_gmt":"2025-06-16T15:12:16","slug":"between-regional-diplomacy-and-domestic-reforms","status":"publish","type":"post","link":"https:\/\/altax.al\/en\/between-regional-diplomacy-and-domestic-reforms\/","title":{"rendered":"Between regional diplomacy and domestic reforms"},"content":{"rendered":"\n<p>In a period when Albania seeks to strengthen its regional role and accelerate economic development, the biggest challenge holding it back does not lie in the lack of strategies or vision, but in two fundamental elements of modern state-building: <strong>state capacity<\/strong> and the <strong>quality of institutions<\/strong>. These are the factors that determine not only the fate of internal reforms but also its credibility in the regional arena and beyond.<\/p>\n\n\n\n<p>Albania\u2019s 2024 chairmanship of the South-East European Cooperation Process (SEECP), under the motto \u201cPromoting Stability and Prosperity through Regional Cooperation and EU Integration,\u201d marks not only a diplomatic achievement but a direct test of the country\u2019s ability to be a real actor in the region. This follows Albania\u2019s previous leading roles in the Berlin Process and reflects efforts to position the country as a reference point in Southeastern Europe.<\/p>\n\n\n\n<p>But to translate this regional visibility into internal benefits and sustainable growth, Albania must resolve the fundamental knot that impedes its progress: building a functional state that ensures reforms do not remain on paper and that European standards are firmly implemented on the ground. In this lens, SEECP is not just a protocol forum, but a clear mirror that forces the country to see itself in the light of genuine commitment to reform.<\/p>\n\n\n\n<p><strong>Capacity<\/strong> and <strong>institutions<\/strong>, as two pillars of the same building<br><strong>State capacity<\/strong> represents the ability to implement policies effectively, manage financial resources, and deliver public services efficiently. Meanwhile, the <strong>quality of institutions<\/strong> relates to the rules and mechanisms that ensure <strong>transparency<\/strong>, <strong>accountability<\/strong>, <strong>rule of law<\/strong>, and <strong>justice<\/strong>. In the Albanian context, these two aspects have often been addressed in a fragmented way, leading to partial, unstable reforms with limited impact.<br>Without building an administration that operates efficiently, neither legal reforms nor the fight against corruption can produce the expected results. Without trustworthy institutions, even the most modern administration gets stuck in law enforcement and building public trust.<\/p>\n\n\n\n<p>What does international empiricism teach us and why is it important for Albania?<br><a href=\"https:\/\/www.imf.org\/-\/media\/Files\/Publications\/WP\/2025\/English\/wpiea2025117-print-pdf.ashx\">Recent studies show<\/a> that the most sustainable and powerful growth comes from coordinated improvements in administrative capacity and governance institutions. In developing countries, where Albania belongs, isolated reforms on one side bring limited benefits. <\/p>\n\n\n\n<p><em>For exampl<\/em>e, improving the rules of the game, such as fighting corruption and legal stability, will only be effective if the administration has the <strong>capacity<\/strong> to implement these rules decisively. However, if investment is made only in <strong>digitalization<\/strong> without ensuring effective punishment of corrupt practices reinforced by political patronage, then no serious investor will feel protected and no citizen will feel represented.<\/p>\n\n\n\n<p>In Albania, this means that investments in modernizing the public administration, staff training, digitalization, and better fiscal management must be closely accompanied by reforms that strengthen the judiciary, <strong>accountability<\/strong>, and <strong>transparency<\/strong>. Only in this way can we create an environment where investors feel secure and can plan long-term.<\/p>\n\n\n\n<p>Reforms take time, and during the transition period they may bring difficulties, such as temporary decreases in labor market participation or increases in public spending. These are necessary costs to create a sustainable foundation for further growth.<br>If Albanian politics succeeds in managing these challenges while maintaining macroeconomic stability and engaging social actors such as business, civil society, and international partners, then reform will yield its fruits in sustainable and tangible ways for citizens.<\/p>\n\n\n\n<p>Albania\u2019s regional leadership is welcome and necessary for the stability and development of Southeastern Europe. But this leadership cannot be sustainable if it is not supported by strong foundations of internal governance. If the country aspires to be an example in regional cooperation, then it must equally be an example in building functional <strong>institutions<\/strong>, in responsible resource management, and in respecting the rules of the game.<\/p>\n\n\n\n<p>This is also the greatest test of SEECP as a real transformation platform: will it turn into an instrument to promote internal reforms through mutual standards, or will it remain a stage for symbolic declarations without structural substance?<\/p>\n\n\n\n<p>How is this translated into action?<br><strong>Public administration reform<\/strong> must go beyond formal structuring and focus on building human capacities through training, motivation, and performance management.<br><strong>Digitalization<\/strong> of public services must be oriented towards the real needs of citizens and businesses, not only to reduce corruption but also to increase efficiency.<br><strong>Institutional reforms<\/strong>, especially those affecting the judiciary, prosecution, auditing, and oversight institutions, are key to ensuring <strong>accountability<\/strong> and trust.<br>Success does not come only from government decisions. It requires the mobilization of civil society actors, business, and international partners. Without this cooperation, every attempt at change will face internal resistance, civic apathy, and lack of trust.<\/p>\n\n\n\n<p>Ultimately, Albania has the unique opportunity to transform its diplomatic experience into a catalyst for deep and sustainable reforms. This process starts with a clear understanding: <strong>capacity<\/strong> and <strong>institutions<\/strong> are not just technical terms, but the foundation upon which not only a strong state is built, but also an economy that generates welfare and a society that believes in its future.<\/p>\n\n\n\n<p>If this understanding becomes the guiding light for Albanian policymaking, then even summits like SEECP will not just be stages for political messages, but real turning points for building a more developed, more just, and more trustworthy Albania \u2014 for its citizens and for the region where it seeks to be a leadership actor.
