{"id":22156,"date":"2025-06-01T08:32:00","date_gmt":"2025-06-01T06:32:00","guid":{"rendered":"https:\/\/altax.al\/?p=22156"},"modified":"2025-05-28T08:42:08","modified_gmt":"2025-05-28T06:42:08","slug":"time-for-an-albanian-industrial-model","status":"publish","type":"post","link":"https:\/\/altax.al\/en\/time-for-an-albanian-industrial-model\/","title":{"rendered":"Time for an Albanian Industrial Model"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">If there is a fundamental question about Albania\u2019s economic future, it is this:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>How can we build a competitive, sustainable, and regionally and globally integrated productive economy?<\/strong><br>The answer lies not only in the desire for development but in the <strong>central strategy we follow<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most powerful industrialization stories in modern times is that of <strong>China<\/strong>.<br>From an underdeveloped agricultural country, China transformed into the \u201c<strong>factory of the world<\/strong>,\u201d filling global supermarkets with every possible product\u2014from socks to AI drones.<br><strong>Is this a model that Albania should follow?<\/strong><br>Yes\u2014but not without reflection.<br>We must <strong>learn from China, not copy it<\/strong>.<br>Its success is not a mystery; it is the result of <strong>coordinated policies, stable state decision-making, and systematic investment in capacities<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China did not leave industrialization to the market.<br>On the contrary, it built a genuine economic ecosystem, supporting production with <strong>long-term policies, strategic interventions, and careful planning<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Active, not spontaneous Industrial Policy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China used <strong>five-year plans<\/strong> to guide production and technology.<br>Instead of a \u201cChinese five-year plan,\u201d Albania needs a <strong>national pact for industrialization<\/strong>, tightly linked with three components:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>vocational education<\/strong>,<\/li>\n\n\n\n<li><strong>technological investments<\/strong>, and<\/li>\n\n\n\n<li><strong>integration into regional and European production chains<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">It is a fact that Albania cannot build every type of industry.<br>What we need to do is <strong>choose sectors with competitive potential<\/strong>, link education policy with industry, and create <strong>focused \u201cdevelopment islands.\u201d<\/strong><br>Since Albania lacks the advantage of a large market, it needs <strong>smart specialization<\/strong> in selected segments like <strong>food processing, clean energy, and digital technology<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Drafting a <strong>national industrial strategy<\/strong> in cooperation with government, universities, and industry is one of the <strong>first visionary approaches<\/strong>.<br>Naturally, the government has invested many of its resources and policies in <strong>infrastructure as a foundation of competitiveness<\/strong>.<br>However, <strong>roads, ports, and energy supply<\/strong> are not merely matters of construction\u2014they must become <strong>determinants of economic efficiency<\/strong>. Investment in logistics and overall infrastructure only gains value <strong>when it reduces value chain costs<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on this conclusion, <strong>public investments and PPPs must now be focused on industrial infrastructure<\/strong>, with priority for <strong>regional production corridors<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Integrated supply chains<\/strong> are what make production effective.<br>China built <strong>regional clusters<\/strong> where suppliers, producers, and tech centers coexist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The establishment of <strong>2\u20133 specialized industrial zones<\/strong>, with <strong>logistics, low rents, and concentrated technical services<\/strong>, should have already been functional in Albania given the various policies announced and used.<br>But this policy must be <strong>intertwined with a selective approach<\/strong> to accepting foreign investments under conditions.<br>The basic conditions that should have guided economic policies include the requirement for <strong>localized investments<\/strong> and <strong>technology transfer<\/strong> in regions identified as needing development, thus <strong>strengthening local capacities<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even though delayed, there is still the opportunity that after <strong>careful planning<\/strong>, agreements can be built with foreign and local investors to include requirements for <strong>training, partnerships with technical schools, and technology sharing<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No economy can produce at scale without a <strong>qualified workforce<\/strong>.<br>In this approach, it is important to note that <strong>technical education must be reoriented to meet industrial demand<\/strong>, not merely to grant diplomas.<br>A <strong>fundamental reform<\/strong> in the vocational education system is <strong>long overdue<\/strong>, with modules developed to establish cooperation with industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, the <strong>chaotic and unvisionary policy<\/strong> of immediate and uncontrolled market liberalization must be corrected.<br>This has been <strong>one of the factors contributing to an economy dependent on imports<\/strong>.<br>In fact, looking at the success of the Chinese economy, the opposite happened\u2014<strong>a gradual opening and not an immediate dismantling<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China protected its producers in the early stages, opening its market in a <strong>controlled manner<\/strong>.<br><strong>Liberalization without built capacities<\/strong> is a path toward <strong>de-industrialization<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even in this regard, in the few remaining spaces that have not been overtaken by poorly thought-out agreements, there is a need to design a <strong>selective calendar for market opening<\/strong>, with <strong>temporary protection for strategic sectors<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Is China a Model for Albania?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the end of our analysis, we raise the important question:<br><strong>Is China a feasible model for Albania?<\/strong><br>We believe it cannot be <strong>in its pure form<\/strong>.<br>This is not possible due to large differences in <strong>scale, demographic structure, and political system<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Albania <strong>cannot build its industry by blindly following<\/strong> the models of large economies.<br>Our <strong>structural reality is different<\/strong>\u2014smaller in market size, more sensitive in human capital, and more fragile in state capacities.<br>But these <strong>very limitations make it necessary<\/strong> to create a <strong>smart, focused, and long-term-oriented production model<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet the <strong>mechanisms of China\u2019s success are valuable<\/strong> for <strong>adaptation in a smaller, democratic, and European context<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this analysis, we do not propose that Albania become the <strong>\u201cChina of the Balkans,\u201d<\/strong><br>but that it become a <strong>\u201csmart productive economy.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Albania <strong>does not need to copy China<\/strong>,<br>but it <strong>must learn<\/strong> from it and from many developed economies in what suits today\u2019s conditions and tomorrow\u2019s perspectives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Development does not happen on its own.<\/strong><br>In this context, beyond market operators, it is <strong>the state<\/strong> that plays a key role in <strong>market creation<\/strong>.<br>But the <strong>productive market needs technology, logistics, and technical knowledge<\/strong>, and a <strong>national industrial approach<\/strong>, with priority to <strong>value-added production, clean technology, and integration with regional chains<\/strong>, should have started at least two decades ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of a race for <strong>consumer markets<\/strong>, Albania must enter the race for <strong>production<\/strong>, because <strong>only production generates knowledge, sustainable employment, and economic autonomy<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>If
