However, this progress has faced major obstacles that are negatively affecting productivity growth and the competitiveness of the economy. Despite economic growth, Albania faces structural barriers that limit its opportunities for long-term development. The expansion of sectors such as tourism and construction has contributed to GDP growth, but these sectors often require low levels of productivity and cannot serve as a base for sustainable economic development.<\/p>\n\n\n\n<p>To achieve long-term and sustainable growth, it is essential that productivity growth accompany economic growth. This process is closely linked to several key factors, such as investments in infrastructure, education and workforce skills, as well as diversification of economic sectors. The lack of skills and brain drain are two major obstacles that limit the Albanian economy\u2019s ability to further develop productivity.<\/p>\n\n\n\n<p>Technology and innovation are important for increasing productivity, but many Albanian businesses still face difficulties in adapting these aspects due to financial conditions and the lack of institutional support. Moreover, the agriculture sector and low-skilled services remain dominant in the economic structure, making it difficult to improve productivity on a broader scale.<\/p>\n\n\n\n<p>In this context, to close the gap between economic growth and productivity, Albania must invest in human capital and create opportunities for the development of technology and innovation, particularly through support for new firms and those operating in sectors with high productivity potential. Likewise, it is important to undertake actions for the development of modern infrastructure that allows Albania to connect with international markets and supports the use of advanced technologies to increase work efficiency.<\/p>\n\n\n\n<p>We have identified several limiting factors that influence productivity growth and Albania\u2019s long-term economic development. In logical structure and in relation to economic growth, we analyze each of them below.<\/p>\n\n\n\n<p><strong>1. Labor productivity and wages<\/strong><\/p>\n\n\n\n<p>In 2023, Albania experienced a moderate improvement in labor productivity, but this growth was not consistent with wage levels or overall economic growth. This gap suggests several challenges and inequalities in the distribution of productivity growth across sectors and individuals, which can be analyzed through the following key points:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Inequality in the distribution of productivity growth.<\/strong> Sectors that require high skills and innovation, such as technology, research and development, and high industry, have often lagged behind compared to sectors that require lower skills and less qualification. This creates a gap between sectors that directly affects wage levels. Workers contributing to more innovative sectors are often not rewarded proportionally to the level of productivity they achieve.<\/li>\n\n\n\n<li><strong>Labor productivity and wages.<\/strong> Despite improvements in labor productivity, wage levels in Albania remain low compared to European Union countries. This may be a consequence of the lack of investments in worker skills and the modernization of sectors that require advanced capabilities. Wages have not reflected productivity growth, resulting in stagnant living standards for many workers, especially in emerging and high-innovation sectors.<\/li>\n\n\n\n<li><strong>Labor force participation rate.<\/strong> The participation rate has reached 64.1%, but this progress has not been accompanied by an increase in total factor productivity (TFP). This gap suggests that although more individuals are engaged in work, many of them may be involved in low-productivity sectors that do not directly contribute to economic growth. The lack of integration of workers into sectors that promote productivity growth has made the benefits of workforce participation lower.<\/li>\n\n\n\n<li><strong>Resource optimization and firm efficiency.<\/strong> The gap between productivity growth and wages also indicates insufficient efforts to optimize resources and increase firm efficiency. Many companies continue to face challenges in resource management and innovation, which could otherwise lead to increased productivity and a more equal distribution of benefits from this growth.<\/li>\n\n\n\n<li><strong>Lack of investment in professional development and training.<\/strong> One of the main causes of this gap between productivity and wages is the lack of sufficient investment in professional development and workforce training. Sectors that require high skills often face a shortage of qualified staff, while low-skilled labor sectors remain overcrowded and with low productivity levels.<\/li>\n\n\n\n<li><strong>Competitiveness and labor market reform.<\/strong> While Albania has made some progress, achieving sustainable productivity and wage growth requires the development of reforms that improve competitiveness, increase investments in value-added sectors, and create opportunities for skills development and workforce upgrading.<\/li>\n<\/ul>\n\n\n\n<p>This gap between productivity and wages suggests the need for a strategic approach that links skills improvement, investment in advanced sectors, and the use of technology to increase productivity and ensure a more equitable distribution of the benefits of progress. Integrating workers into sectors that drive productivity growth is a necessary step to help raise wages and improve living conditions for Albanian workers.<\/p>\n\n\n\n<p><strong>2. Limitations in investment financing and support for low-productivity sectors<\/strong><\/p>\n\n\n\n<p>Another key factor is the lack of investment financing opportunities for technology and innovation. Banks and financial institutions in Albania have been conservative in offering financing for businesses, especially small and medium enterprises, which are often necessary to improve productivity. The lack of a developed capital market and insufficient support for venture capital are barriers that have affected the development of sectors with high productivity potential.<\/p>\n\n\n\n<p>Limitations in investment financing and support for low-productivity sectors are considered a constraining problem for economic development and productivity growth, despite positive government statements regarding financing opportunities and support. This situation has several underlying reasons linked to the reality of the economy and the functioning of support mechanisms, which often do not align with political statements and goals. Some reasons explaining this dissonance are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lack of easy access to capital.<\/strong> Although the government announces financing opportunities for businesses and strategic sectors, in practice many businesses, especially small and medium ones, face great difficulties in securing capital. This occurs due to several factors.<\/li>\n\n\n\n<li><strong>High interest rates and credit requirements.<\/strong> Banks and financial institutions often offer loans under tough conditions for firms, particularly those with less collateral or operating in low-productivity sectors.<\/li>\n\n\n\n<li><strong>Required guarantees.<\/strong> Many businesses, especially those in agriculture or small industry, do not have the necessary assets to offer as loan guarantees.<\/li>\n\n\n\n<li><strong>Lack of technical assistance and financial support.<\/strong> Although the government may have support programs, these are often insufficient to ensure that every business has the opportunity to develop the necessary investments to boost productivity.<\/li>\n\n\n\n<li><strong>Problems with policy implementation and coordination.<\/strong> Declarations for investment support and support for low-productivity sectors are often present in strategic documents and government plans, but as long as they are not effectively implemented, they remain on paper.<\/li>\n\n\n\n<li><strong>Lack of coordination between institutions.<\/strong> Many times, the planning and implementation of support policies is fragmented. There is a clear lack of coordination between financial institutions, local authorities, and government agencies to ensure that support effectively reaches where it is needed.<\/li>\n\n\n\n<li><strong>Bureaucratic procedures and delays in applications.<\/strong> Many businesses face multiple bureaucratic hurdles to access financial support. Complex procedures and long waiting periods negatively affect their ability to invest in further development.<\/li>\n\n\n\n<li><strong>Insufficient support for low-productivity sectors.<\/strong> Businesses operating in low-productivity sectors, such as agriculture, sometimes do not benefit from sufficient support to modernize technology and increase efficiency. Without investment in these sectors, it is difficult for overall economic productivity to increase and reach higher standards.<\/li>\n<\/ul>\n\n\n\n<p><strong>4. Education and skills of workers<\/strong><\/p>\n\n\n\n<p>Workers in the informal sector often lack access to necessary training that would improve labor productivity. This results in a less skilled and less empowered workforce, unable to effectively contribute to economic development.<\/p>\n\n\n\n<p><strong>Implementation of policies and laws<\/strong><\/p>\n\n\n\n<p>To address this issue, the government needs to implement more targeted policies that encourage informal businesses to transition into the formal sector. This requires creating conditions that foster productivity growth and offering support for their sustainable development.<\/p>\n\n\n\n<p><strong>5. Lack of coordinated institutional and cross-sector collaboration<\/strong><\/p>\n\n\n\n<p>In Albania, productivity-enhancing policies often suffer from a lack of coordinated collaboration between public institutions and other sectors such as education, healthcare, and infrastructure. This has several negative consequences:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Resource Inequality and Fragmentation:<\/strong><br>Without coordination, resources are misallocated and underutilized. Each sector may have its own priorities, but the lack of interconnection hinders the achievement of desired outcomes.<\/li>\n\n\n\n<li><strong>Delays in Initiatives and Low Effectiveness:<\/strong><br>Uncoordinated policies often create uncertainty and complicate the fulfillment of common objectives. Without clear links between investments in infrastructure, education, and healthcare, productivity growth may remain out of reach.<\/li>\n\n\n\n<li><strong>Reduced Opportunities for Innovation and Development:<\/strong><br>A lack of cross-sector cooperation limits the ability to develop innovative ideas and adopt advanced technologies.<\/li>\n\n\n\n<li><strong>Mutually Reinforcing Policies:<\/strong><br>An integrated approach is needed to effectively link sectors and policies\u2014for example, infrastructure investments supported by a skilled workforce capable of utilizing them.<\/li>\n\n\n\n<li><strong>Absence of a Shared Vision:<\/strong><br>Without a common strategy to facilitate inter-sectoral coordination, achieving concrete results becomes difficult. This requires the involvement of all stakeholders to attain sustainable productivity growth.<\/li>\n<\/ul>\n\n\n\n<p><strong>6. Slow transformation in key economic sectors<\/strong><\/p>\n\n\n\n<p>Albania&#8217;s main economic sectors, such as agriculture and heavy industry, have experienced noticeable slowdowns in modernization and productivity growth, manifesting in the following ways:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Limited Use of Modern Technology:<\/strong><br>The agricultural sector has been slow to adapt to modern technologies that could improve efficiency and competitiveness.<\/li>\n\n\n\n<li><strong>Lack of Necessary Investments and Financing:<\/strong><br>Farmers and other industries face challenges in securing the financial resources needed to modernize and increase productivity.<\/li>\n\n\n\n<li><strong>Resource Management Constraints:<\/strong><br>Without a sound managerial strategy and sustainable planning, many resources are wasted or inefficiently used, hindering sectoral development.<\/li>\n\n\n\n<li><strong>Lack of Modern Infrastructure:<\/strong><br>Inadequate infrastructure makes it difficult for these sectors to improve efficiency and competitiveness.<\/li>\n\n\n\n<li><strong>Unstable Growth of the Heavy Industry Sector:<\/strong><br>Heavy industry has struggled to modernize and adopt sustainable practices, making it less competitive in international markets.<\/li>\n<\/ul>\n\n\n\n<p>To improve the situation, the government, the private sector, and financial institutions must work together to remove barriers and enable more sustainable and productive development in key economic sectors.<\/p>\n\n\n\n<p><strong>Bridging the gap between economic growth and productivity<\/strong><\/p>\n\n\n\n<p>Despite progress in economic growth, the link between growth and productivity remains a challenge for Albania. Although the economy grew by 3.94% in 2023, inhibiting factors such as skill shortages in the labor market, brain drain, and the structure of the economy have negatively impacted labor productivity. This has created a gap between economic growth and productivity growth, making it difficult for Albania to achieve long-term sustainable development.<\/p>\n\n\n\n<p>To address these challenges and foster more sustainable growth, Albania must invest in improving human capital, increase access to finance for businesses, and promote innovation and the adoption of new technologies.
