Yet beneath the surface of digital ambition lies a deeper challenge\u2014public trust in institutions remains fragile, and systemic issues like corruption, weak enforcement, and political influence continue to undermine genuine reform. As Albania intensifies its tax rhetoric ahead of the 2025 elections, the question remains: can technology alone bridge the trust gap and deliver lasting fiscal transformation?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the past few years, the Albanian government has shown increasing determination to tackle one of the country\u2019s most entrenched economic challenges: informality. While public engagement is crucial\u2014especially when trying to shift societal behavior\u2014the lack of deep institutional reform and slow progress in building taxpayer trust limits the transformative potential of such efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looking beyond Albania, comparisons with EU countries offer insightful lessons. Italy, for instance, has experimented with service vouchers to formalize seasonal labor, while Finland has reduced VAT in high-risk sectors to encourage registration. These examples suggest that fiscal compliance is best achieved through a combination of incentives and flexibility\u2014something that Albania\u2019s current approach still lacks. Formalization strategies must be tailored to specific sectors and backed by supportive labor and tax policies. Real-time digital systems, like those adopted in Croatia, can indeed work\u2014<em>but only when combined with credible enforcement and supportive institutional frameworks<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recognizing these limitations, the government has introduced a new draft strategy for 2024\u20132027. Unlike previous approaches that often included new taxes or exemptions, this strategy focuses on improving the efficiency of existing systems. The aim is to boost tax revenues by around 2.5% of GDP, not by raising rates but by better managing customs and tax administration. The strategy also promises a review of tax exemptions and policies to address informality more directly, including support for workers in vulnerable sectors like agriculture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the strategy appears well-structured and is aligned with EU and IMF recommendations, its success will depend on execution. The challenge lies not in policy design but in its enforcement. Previous anti-informality campaigns have failed to produce sustainable change because they were not accompanied by reforms in governance, transparency, and public trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, fiscalization represents a promising but incomplete step toward formalizing Albania\u2019s economy. It addresses the symptoms of informality\u2014unregistered transactions and lost revenues\u2014but leaves deeper causes such as corruption, political favoritism, and regulatory complexity largely untouched. The 2024\u20132027 strategy acknowledges these challenges, but translating it into tangible results will require a more robust institutional commitment and societal consensus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the year progresses, observers will be watching not just for revenue gains or digital coverage, but for signs that the government is ready to back its reforms with the political will to clean up enforcement, support businesses genuinely, and foster a fairer, more transparent tax system.
