With a GDP of around \u20ac25 billion in 2024, Albania represents a small economy compared to the region or developed economies.<\/p>\n\n\n\n
On a regional level, it is smaller than Serbia or Greece, but larger than Montenegro or Kosovo.<\/p>\n\n\n\n
Integration into global supply chains is still partial and mainly in low value-added sectors (textile outsourcing, raw mineral extraction, and textile production).<\/p>\n\n\n\n
Nevertheless, Albania has benefited from its geographic proximity to the EU, but the lack of competitive infrastructure and technology has limited its participation in more advanced segments of the chain.<\/p>\n\n\n\n
A major problem of the Albanian economy is its dependence on imports for essential goods, such as: electricity (in low-rainfall years), food and agricultural products, technology and industrial equipment, raw materials for production.<\/p>\n\n\n\n
Albania is a net importer \u2013 meaning imports significantly exceed exports. This creates a persistent trade deficit, which is partially covered by remittances and foreign investments.<\/p>\n\n\n\n
The main exports are textiles and garments (in an outsourcing model), minerals and construction materials (chrome, copper, cement), energy (mainly during periods of high hydropower production), and agricultural products, though with a smaller share.<\/p>\n\n\n\n
Trade is focused on low value-added goods, making the economy sensitive to global price fluctuations and competition from larger markets. The lack of export product diversification is a challenge to long-term resilience.<\/p>\n\n\n\n
The European Union remains the dominant partner, with around 65\u201370% of trade volume. Within the EU, Italy and Germany are the most important, primarily for outsourcing exports and industrial imports.<\/p>\n\n\n\n
Turkey and China hold significant positions in imports, especially in textiles, equipment, and consumer goods.<\/p>\n\n\n\n

Albania, even as a small economy positioned on the periphery of the main global supply chains, would not remain untouched.<\/p>\n\n\n\n First<\/strong>, it would begin with rising import prices (imported inflation). Basic goods such as grains, oil, industrial spare parts, and food products would become more expensive. This would feed into domestic inflation in a market with low incomes and notable poverty.<\/p>\n\n\n\n The effect would be greater on poor households and fixed-income groups (pensioners, public sector workers).<\/p>\n\n\n\n Second<\/strong>, it would impact the further weakening of exports. This development is beginning to shake the current architecture of global trade. Albania\u2019s main partners, especially the European Union, would face new pressures on exports and imports, which would directly impact Albania through its trade relationships with these countries. If the EU or other states impose tariffs on Albanian products, or if demand drops due to a global crisis, exports would fall. This would particularly impact the outsourcing sector (textiles, footwear), which is highly sensitive to shifts in supply chains.<\/p>\n\n\n\n Third<\/strong>, a decline in foreign investment would be felt. A climate of global uncertainty and instability would make investors avoid smaller and less secure markets like Albania. This could slow economic growth, especially in infrastructure and energy sectors.<\/p>\n\n\n\n Fourth<\/strong>, the shock would spill over to the budget and fiscal stability. Lower exports and economic slowdown would reduce tax revenues. Increased spending on subsidies or social assistance would raise pressure on the budget. This could bring an opportunity for Albania in the form of \u201cnearshoring,\u201d or the relocation of production closer to the European market. A global tariff war would be an asymmetric shock<\/strong> for Albania, as it is not in a position to influence global events but is exposed to their consequences.<\/p>\n\n\n\n In the short term, the effect would be negative for both consumers and businesses.<\/p>\n\n\n\n In the long term, if public investments and industrial policies are managed wisely, new windows may open for deeper integration into regional and European markets.<\/p>\n\n\n\n This makes it imperative for Albania to strengthen trade policy, domestic production, and food and energy security, as part of a crisis-response strategy to global shocks.<\/p>\n\n\n\n Under these conditions, what we suggest is the development of analyses and scenarios for self-defense.<\/strong><\/p>\n\n\n\n Tariff wars, price fluctuations, and supply chain shifts are not merely challenges\u2014they are signals of a world where economic self-defense<\/strong> is as important as competitiveness. In facing these realities, Albania must build a package of defensive, combined, and sustainable strategies, as summarized below:<\/p>\n\n\n\n Diversification of export markets<\/strong><\/p>\n\n\n\n For years, Albania has been closely tied to the EU market, where around 70% of its exports go. But dependence on a single market \u2013 no matter how large or seemingly secure \u2013 makes the Albanian economy vulnerable to any crisis there. Boosting Domestic Production<\/strong><\/p>\n\n\n\n In a world where supply chains can break overnight, the ability to produce what you consume is a security guarantee. Albania has potential in agriculture and energy \u2013 two key sectors for life and industry. New Trade Agreements with other countries<\/strong><\/p>\n\n\n\n If major economies restrict access to their markets, Albania must open new pathways. This implies negotiating bilateral or regional trade agreements with countries like Turkey, Asian nations, or partners in Latin America and Africa. Supportive policies for affected sectors<\/strong><\/p>\n\n\n\n We cannot avoid all shocks, but we can mitigate their impact. In this regard, the government must be ready with rapid support instruments:<\/p>\n\n\n\n These measures are not just financial aid, but a form of economic solidarity to preserve production, employment, and social stability.<\/p>\n\n\n\n Ensuring Macroeconomic Stability<\/strong><\/p>\n\n\n\n In times of turmoil, the most important thing is maintaining calm in the markets. A government that ensures macroeconomic stability \u2013 through inflation control, public debt management, and currency stability \u2013 sends a signal of clarity and confidence to investors and citizens. Thus, an urgent defensive strategy is market diversification, seeking new opportunities in markets like Turkey, the Middle East, or Southeast Asia. This does not mean abandoning the EU, but rather expanding reach to minimize the risk of concentration.<\/p>\n\n\n\n
Investments in agricultural production and strengthening domestic energy production (hydro, solar, wind) are not only economic steps but strategic for self-sufficiency. In this way, external shocks can be absorbed more easily without causing poverty or food crises.<\/p>\n\n\n\n
These agreements are not just for short-term gains, but guarantees of market access when traditional channels narrow. This strategy will require active diplomacy, market analysis, and close cooperation with the private sector.<\/p>\n\n\n\n\n
Without this stability, every other measure is at risk from panic and uncertainty. Albania must preserve this fundamental pillar of economic defense as an anchor in stormy times. At the end of the day, a small country cannot stop a global storm, but it can strengthen the roof, reinforce the foundation, and build alternative exits.
