This includes unregistered businesses, undeclared income, and informal employment.<\/p>\n<p>The informal sector has become significant in Albania, contributing to tax evasion, unfair competition, reduced government revenues, and a lack of social protection for workers.<\/p>\n<p>Informality is a significant issue in various sectors in Albania, including construction, tourism, and agriculture. Here is a brief summary:<\/p>\n<p>Informal employment in the construction sector is widespread. Many workers operate without formal contracts, proper insurance, or compliance with legal employment standards1. This \u201cgray informality\u201d undermines workers\u2019 rights and poses risks to economic growth.<\/p>\n<p>The tourism sector also faces challenges with informality. Despite the sector\u2019s growth and significant contributions to the economy, many tourism-related activities lack proper regulation and standardization2. This leads to unfair competition and lower quality standards.<\/p>\n<p>Agriculture is another sector heavily affected by informality. A large share of employment in agriculture is informal, meaning that many workers do not have formal contracts or access to social protection. This lack of formalization affects the sector\u2019s competitiveness and overall productivity.<\/p>\n<p>Addressing informality in these sectors is essential for ensuring fair working conditions, economic growth and sustainable development.<\/p>\n<p>Tackling informality requires a balanced approach that combines incentives, enforcement and support to ensure long-term compliance and economic growth.<\/p>\n<p>The business environment is hampered by a large informal economy. The informal economy remains widespread, affecting fair competition among businesses.<\/p>\n<p>Informality in Albania remains a significant challenge, affecting the economy, public revenues and social welfare.<\/p>\n<p>Estimates suggest that the informal sector accounts for 30-35% of Albania\u2019s GDP, although the exact size may vary depending on the source and methodology used.<\/p>\n<p>Informality in the Albanian economy is among the highest in the <a href=\"https:\/\/altax.al\/niveli-i-informalitetit-ne-ekonomi-dhe-punesim-ne-ballkanin-perendimor\/\">Western Balkans<\/a> (30-35%), along with informality in the economy and employment in Kosovo, Bosnia and Herzegovina and Montenegro.<\/p>\n<p>The size of the informal sector is well above the European Union average (17-23%).<\/p>\n<p>The main aspects of informality in Albania include:<\/p>\n<ul>\n<li><em>Employment<\/em>. Many Albanians, especially in agriculture, wholesale trade, construction and services, work informally and without proper contracts<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>, without social security or tax declarations. Informal employment is particularly widespread in rural areas and among vulnerable populations. One of the most important factors is the concealment of real wages. Most workers and businesses report wages lower than the real ones in order to conduct informal transactions and avoid paying taxes and social security<\/li>\n<li><em>Tax evasion<\/em>. A significant share of businesses underreport income or operate entirely outside the formal tax system, which reduces public revenues and investment in public goods.<\/li>\n<li><em>Informal businesses<\/em>. Small and medium-sized enterprises (SMEs) and family-owned businesses often operate informally due to burdensome regulations, high tax rates and limited trust in public institutions.<\/li>\n<li><em>Real estate and construction<\/em>. Informality is also widespread in real estate transactions and construction, where undeclared work and income are common.<\/li>\n<li><em>Social impacts<\/em>. Workers in the informal sector often lack access to social protection, pensions, and health care benefits. This undermines income equality, but also has the effect of reducing social sentiment.<\/li>\n<li><em>Corruption in the administration<\/em>. Corruption is a factor that is strongly felt in the informal economy. The tax administration is criticized for cumbersome and inadequate processes, which lead to a high level of informality. Businesses often worry about the complications and costs of tax administration. High perceptions of corruption and lack of trust in government institutions contribute to high levels of informality.<\/li>\n<li><em>Culture and social indifference<\/em>. Low financial culture and social indifference to informality are also strongly felt factors. Social acceptance of informality and lack of pressure to enforce the law help maintain high levels of informality.<\/li>\n<\/ul>\n<p>The Institute of Statistics estimates in 2022 that informal employment accounts for 29.4% of total employment, excluding the agricultural sector, but in fact agriculture maintains a higher level of informality than the rest of the economy, while informality has been increasing in recent years due to higher levels of <a href=\"https:\/\/altax.al\/product\/rritja-ekonomike-ne-2023-e-sfiduar-nga-informaliteti-dhe-paraja-e-zeze\/\">money laundering.<\/a><\/p>\n<p><a href=\"https:\/\/altax.al\/turizmi-shqiptar-ne-2023-dhe-disa-sfidat-qe-duhen-adresuar-dhe-programuar-per-zgjidhje\/\">Tourism<\/a>, a sector prone to informality, has grown significantly in recent years, presenting challenges for the fight against the informal economy.<\/p>\n<p>High levels of informality are seen as hindering foreign investment in vital production sectors due to perceived risks and instability.<\/p>\n<p>As a result of this business approach, the government is losing significant tax revenues that could be invested in public, social services and infrastructure.<\/p>\n<p>On the other hand, informal workers lack access to social security, health benefits and legal protections, leading to worse working conditions.<\/p>\n<p>The Ministry of Finance in Albania has been actively working to combat informality through various initiatives and strategies.<\/p>\n<p>The Ministry has launched measures to simplify the tax system and digitalize the processes of declaration and data recording. This has served to provide greater incentives and opportunities for businesses to formalize their activities.<\/p>\n<p>These measures include providing tax incentives and reducing bureaucratic obstacles for small businesses.<\/p>\n<p>To help address the underreported economy, undeclared work, and tax evasion, the tax administration, the State Labor Inspectorate, and the sections against economic crime have had strong commitments, culminating in 2021 with the creation of a Unit against Informality to tackle informal employment and undeclared work. Increasing VAT registration, reducing undeclared work and wage understatement, and reducing tax fraud all remain important challenges.<\/p>\n<p>Throughout the process that has been underway for many years, cooperation with international institutions is present to adopt best practices and strengthen the institutional framework to combat informality.<\/p>\n<p>Based on all our experience gathered and developed over the last two decades, we have also <a href=\"https:\/\/altax.al\/product\/informaliteti-ne-shqiperi-qasjet-per-ta-mposhtur-bazuar-te-pervoja\/\">presented a multi-dimensional approach to defeating informality<\/a>, precisely in those sectors that we consider to be the most problematic in terms of informality in income declaration and tax calculation, as well as informality in employee declaration and real wages.<\/p>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> This lack of legal security is met with informal transactions and a lack of employment rights for employees.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Informality in Albania refers to the part of the economy that operates outside formal regulations, taxes, and labor laws.
