The still high level of public debt (June 2024 \u2013 55.7%<\/a>), together with the limited fiscal space[1]<\/a> to address growing expenditure needs, such as the costly infrastructure and digital agenda, along with the need to meet social spending, raise concerns about policymakers’ ability to build consensus on fiscal policy amid deepening political divisions this fall of 2024.<\/p>\n

The repeated crises of the debt ceiling in the last decade show us how the uncertainty of the fiscal policy characterized by unpredictable policies with short-term objectives have eroded confidence and produced negativities in the Albanian market.<\/p>\n

As concluded in a recent IMF study (Gee Hee Hong, Shikun (Barry) Ke, Anh D. M. Nguyen, 2024\/09<\/a><\/em>) \u201cThe ambiguity of fiscal policy uncertainty (FPU) in government spending and tax plans, as well as in public debt rating is widely regarded as a source of economic and financial problems.”<\/em><\/p>\n

The situation of fiscal uncertainty is seen both in budget expenditures that are not carried out according to programming and also in the realization of revenues.<\/p>\n

Medium-term budget projections result in significant imbalances if we were to look at them over long-term periods. Thus, thanks to the medium-term budget, the expenses for road infrastructure and that of water and sewerage should already be in their final stages, starting both from the growing incomes, but also from the growing debts accumulated in the last decade.<\/p>\n

In fact, the expenses for these two programs with a lot of weight for the activation of the country’s economy have not yet reached half of their planning.<\/p>\n

The appropriate response to uncertainty is that more action should be taken now, as a precaution against the possibility of worse-than-expected outcomes.<\/p>\n

In the current period when there are many opportunities to make effective interventions, since it is assumed that mistakes have been learned, what we want to believe is that the 2025 budget and the 2025-2027 medium-term program can be addressed with the project.<\/p>\n

The reason must be found where little is discussed and consulted by the government.<\/p>\n

Much of the uncertainty in the short- and medium-term deficit is related to the business cycle. In the long term, the main sources of budget uncertainty over the next 15 years are the rate of productivity growth, the interest rate on government debt, and the rate of increase in the cost of social, health and education expenditures.<\/p>\n

Whether these factors move in a favorable or unfavorable direction will determine the nature and extent of the fiscal response needed to stabilize the national debt as a share of GDP.<\/p>\n

A possibly unfavorable outcome should weigh more heavily in future planning than the opportunity cost of saving now.<\/p>\n

But if we look at the increase in productivity and the level of cost of expenditure as above, it seems that they have been taken into consideration with reservations. Even more so, the problems added by maintaining the informal economy to the extent that it has been challenging the government’s policies for years now, are seen to be taken into consideration again when fiscal programs are drawn up.<\/p>\n

This uncertainty caused by these factors can be seen in the changes 2-3 times in ordinary years of the budget, reallocating expenses or income that seem to have exceeded the forecasts from both sides of the budget balance.<\/p>\n

The most effective way to address uncertainty would probably be to ask the Budget Office of the Ministry of Finance to include a quantitative assessment of the degree of uncertainty present in its forecasts.<\/p>\n

This would be a step in the right direction towards addressing the uncertainty involved in fiscal policymaking.<\/p>\n

Another policy option would be to subject the government’s budget to a sort of “stress test” to determine the government’s ability to meet its needs if adverse conditions arise.<\/p>\n

Finally, if automatic adjustments were used to ensure budgetary stability and ensure appropriate risk sharing over the years, this would reduce the need for the Albanian Parliament to constantly amend legislation in response to circumstances.<\/p>\n

After an increase in the economy mainly due to the reckless pumping of money into the infrastructure sector (public funds) and that of real estate (private funds), as well as the use of natural resources not effectively, but in a destructive way to the future, now in the conditions when other sectors have been assisted by policies and the budget enough to survive, those periods seem to be coming when budget forecasts become very difficult and with increasing uncertainty.<\/p>\n

We may face foreseeable economic crisis in the future periods, after a non-competitive economic model, following the continuation of the use of real estate for visitor accommodation (tourism) and a service that is not bulk in the books of accounts of budget it seems that the market is starting to move.<\/p>\n

It does not appear to be moving slowly, as many actions are not part of the transparency and yet they are moving quickly. The economy will wake up one day and we will look at our budget and realize how dysfunctional the regulatory and budget policies have been, which have been dependent on debt and the fiscal path based on consumption taxes, in which we see that there instability due to the departure of heavy consumers.<\/p>\n

A new explosion of uncertainty in the tax policy within the Fiscal Package is not a neutral factor for prices, because the costs for businesses for every year that the fiscal package has been discussed have tended to increase, to precede the uncertainties of this policy. When businesses perceive more volatility in the economy (whatever the source), they will want to “err” on the side of higher prices, which results in more inflation, higher growth, and less economic activity.<\/p>\n

Even with these comments, we still don’t know if we would want to eliminate fiscal uncertainty if we could for 2025 and beyond.<\/p>\n

One thing seems clear that all fiscal policy has a cost, but perhaps this is a necessary price to pay for toxic political debate and a budget that does not go where the citizenry and the productive economy really need.<\/p>\n
