After 15 years of membership in the North Atlantic Alliance, in 2024 Albania will for the first time finance 2% of the Gross Domestic Product for the defense sector, set as a condition by NATO for the member countries, the contribution of each country received a special importance after the annexation of Crimea by Russia.<\/p>\n

On the one hand, this budget also shows the great importance that Albania is getting, the need to have one more guarantee, as it is not only a country that is a consumer of war products, but also a direct and indirect contributor.<\/p>\n

In direct contributions, we can mention the increase of the state budget for future 3-year investments up to 81 billion ALL (780 million Euros) from internal budget funds and 47.9 billion ALL (465 million Euros) from foreign funds, i.e. a total of 129 billion ALL capital investments (1.2 billion Euros).<\/p>\n

Investments will be addressed to communications infrastructure and logistics, modernization of light weapons, ammunition and combat equipment and vehicles, coinciding with the modernization of defense and security inventories.<\/p>\n

To date, the investments in this direction have been significantly less than 1\/3 of these values and in their entirety have gone to civil emergencies and the supply of combat and auxiliary air vehicles (Cougar helicopters). However, the way the market was approached and the overall poor efficiency of the available tools, if we start from the findings of the HSA 2022 report (alb.)<\/a>\u00a0the need for a more coordinated approach of financial resources with the available capacities is observed.<\/p>\n

The indirect contribution, which also includes regional economic benefit, is the reformation of the Ku\u00e7ova air base, as well as the activation of other former military bases of the past.<\/p>\n

Military spending in Albania<\/a> increased to 288.70 million USD in 2022 from 222.80 million USD in 2021. Military spending in Albania averaged 82.39 million USD from 1975 to 2022, reaching an all-time high of 288.70 million in 2022 and 20 million USD in 1976. Meanwhile, even in the years 200-2010, defense spending is at minimal levels in relation to the requirements as a NATO member country[1]<\/a>.<\/p>\n

In a military power ranking<\/a> for the countries of the region, Albania is in 90th place[2]<\/a>, North Macedonia in 110th place, Bosnia and Herzegovina in 116th place and Montenegro in 129th place – of. The military power ranking is based on over 60 factors, including the number of soldiers, military equipment, financial stability, geographic position and available resources.<\/p>\n

Albania has an active personnel of 6,600 armed forces and a budget for 2024 at the level of 514 million USD.<\/p>\n

But, if we refer to the Defense Integrity Index for Albania<\/a>, the year 2020 seems that Albania has a high operational and public procurement risk and a low personnel and political risk.<\/p>\n

It is worth highlighting in this case the quote that “Despite this (measures taken for procurements), defense procurement remains shrouded in secrecy, even at a time of increased defense spending and investments in hardware and equipment.” This fact has made it impossible even for us to have complete and possible data to arrive at a more detailed analysis of all the problems of the defense inventory.<\/p>\n

In the framework of the measures being taken, it seems that already beyond the capital investments from the budget, in the meeting on the occasion of the Security Summit<\/a> at the end of February 2024, the Minister of Defense has declared and called for the opening of the market for the production of military ammunition for private investors, as a step towards creating a tradition that does not exist in the country.<\/p>\n

Thus, if we start from the needs of the market, this is evident from the very request for private funds for the development of a production sector destroyed in 1997[3]<\/a>, mainly from the will of politics, where this most recent case as well as the one that followed with the tragedy of G\u00ebrdec exposed the great potential of light weapons produced before the 90s and which could never be turned into a benefit for the country’s economy.<\/p>\n

The opening to partnership with the private sector, in the specific conditions and standards that the guaranteed market of armaments and military logistics creates, can be a partnership that directs and mobilizes resources in a form and model that can guarantee success for investors, but also for the fulfillment of objectives for increasing the production capacity of military equipment and ammunition, together with the logistics and infrastructure necessary for defense.<\/p>\n

For example, a domestic business may have some partners who are excellent mechanics, while other partners may have excellent engineering skills. Partners can share the workload and business responsibility between them, but also increase the effectiveness of the public-private partnership.<\/p>\n

In this symbiosis between the parties, it is possible to benefit from the expertise of the private sector, as well as to share resources and knowledge. This creates an environment where both entities can develop better strategies and solutions to combat threats of various natures up to those at the cyber level that constitute the strongest security threat to the defense of the Albanian state.<\/p>\n
