{"id":17731,"date":"2024-02-21T14:28:22","date_gmt":"2024-02-21T13:28:22","guid":{"rendered":"https:\/\/altax.al\/?p=17731"},"modified":"2024-02-21T14:33:38","modified_gmt":"2024-02-21T13:33:38","slug":"fiscal-indicators-of-the-state-budget-for-2023-according-to-a-civil-expertise-insight","status":"publish","type":"post","link":"https:\/\/altax.al\/en\/fiscal-indicators-of-the-state-budget-for-2023-according-to-a-civil-expertise-insight\/","title":{"rendered":"Fiscal indicators of the state budget for 2023 according to a civil expertise insight"},"content":{"rendered":"<p>Some time ago, our experts analyzed the preliminary indicators of the state budget for the 11th month of 2023<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> and we considered the budget performance in the face of some risks that can be considered in an annual budget overview as a continuation of that analysis with little changes 1 month Later.<\/p>\n<p>In the announcement of the Ministry of Finance about the preliminary 12-month performance data<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>, which are one more argument related to the good performance of the economy, employment, income and foreign investments, as well as the reduction of the public debt below 60 % for the first time since 2011, marking a level of 59.2% at the end of 2023, it seems to lead to a preliminary conclusion that a good economy is associated with a healthy budget and fiscal revenues that have increased their performance significantly compared to before.<\/p>\n<p>If we look inside the income and expenditure indicators of the preliminary budget of 2023, it turns out that there are some moments to stop and comment on a concern that is based on the critical view of civil expertise.<\/p>\n<p><em>First<\/em>, we list below some key indicators for the 2023 state budget revenues<\/p>\n<ol>\n<li>The <strong>total revenues<\/strong> that have entered the State treasury are 643.4 billion ALL (5.92 billion Euro)[3]. Compared to a year ago, revenues have increased by +70.6 billion ALL (649 million Euros) or +12.3% more.<br \/>\n&#8211; The revenues collected by the<strong> General Directorate of Taxes and the General Directorate of Customs<\/strong> (including Contributions collected by DPT) are 561.7 billion ALL (5.16 billion Euros), or 52.3 billion (480 million Euros) or 10.3% more, compared with the same period of 2022, as well as 1.9 billion less than the revised plan for 2023.<br \/>\n&#8211; <strong>Customs revenues<\/strong><a href=\"#_ftn4\" name=\"_ftnref4\"><strong>[4]<\/strong><\/a> are ALL 216.8 billion (EUR 1.99 billion), or ALL 6.3 billion (EUR 57.9 million) less than 12 months 2022, as well as ALL 6.9 billion less than the customs revenue plan for 2023.<br \/>\n&#8211; <strong>Tax revenues<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a><\/strong>\u00a0are 344.9 billion ALL (3.17 billion Euro), or 58.6 billion (539 million Euro) more than in 2022, as well as 4.9 billion ALL (45 million Euro), more than the 2023 plan.<\/li>\n<li><strong>General public expenditures<\/strong> are about 674.7 billion ALL (6.2 billion Euro) with a realization of 95.6 percent of the amended annual plan<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a>. Compared to 2022, general public expenses are 3.6 percent higher or 23.7 billion ALL (218 million Euros) more.<br \/>\n&#8211; <strong>Current expenses<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a><\/strong> are about 547 billion ALL (5.03 billion Euros), or 99.7% of budget planning. Current expenditures account for 95.2% of all budget expenditures. Compared to 2022, this item is 47 billion ALL more (432 million Euros) or 9.4 percent higher.<br \/>\n&#8211; <strong>Capital expenditures<\/strong> have been realized around 118.9 billion ALL (1.09 billion Euro), or as much as 88% of the budget planning. Investments made account for 4.8% of all budget expenditures. Their realization is at unsatisfactory levels and 16.24 billion ALL are unspent, which is 12% of the amended annual plan. Compared to 2022, investments are 6.8 billion ALL (62 million Euros) more, or 6 percent higher.<\/li>\n<\/ol>\n<p><em>Comment from ALTAX:<\/em> As a result of the non-realization of expenditures for the above, the level of deficit is low, as much as 1.4% of GDP, compared to 3.7% of GDP that was in 2022.<\/p>\n<p>But how have the progress of each tax, duty and fee affected the state budget revenue 2023?<\/p>\n<p><strong>Revenues from VAT<\/strong> <strong>on imports<\/strong> result in 146.4 billion ALL (1.35 billion Euros), or 10.5 billion ALL (96 million Euros) less than in 2022, as well as 6.3 billion ALL (58 million Euros) less than the 2023 plan.<\/p>\n<p><strong>Revenue from domestic VAT<\/strong> (from the General Directorate of Taxes) is 45.9 billion Lek (422 million Euro), or 11.4 billion Lek (105 million Euro) more than in 2022, as well as 1.4 billion Lek (12.8 million Euro) more less than the VAT plan for 2023. VAT refunds are 22.6 billion ALL (208 million Euros), or 133 million ALL (1.2 million Euros) more than in 2022.<\/p>\n<p><em>Comment from ALTAX:<\/em> If we consider:<\/p>\n<p>&#8211; the GDP indicator in 2023, which is estimated to increase by 3.5% (about 670 million Euros),<\/p>\n<p>&#8211; imports with a decrease of 77.7 billion ALL compared to 2022, or 720 mln. Euro less and<\/p>\n<p>&#8211; tourism with an increase of 1.2 billion Euros plus in the economy,<\/p>\n<p>&#8211; including the indicator of the volume of constructions with private and public funds,<\/p>\n<p>it seems that trade and construction prevail over tourist services and services and products of different sectors.<\/p>\n<p>From a look at the indicator of VAT collected in 2023 from all businesses in tourist areas, it can be seen that there is a slight increase, but this does not coincide with the added value from visitor payments, as well as from other activities that are part of tourist services implying a high evasion.<br \/>\nMeanwhile, according to the preliminary analysis and in the absence of complete data for this tax according to sectors, it can be seen that the VAT is 11.4 billion ALL (105 mln. Euro) plus in 2023, which mainly comes from construction, food and fuel retail trade.<\/p>\n<p><strong>Excise revenues<\/strong> are 58.4 billion ALL (537 million Euros), or 4.8 billion ALL (44 million Euros) more than in 2022, but 607 million ALL (5.6 million Euros) less than the excise plan for 2023.<\/p>\n<p><em>Comment from ALTAX:<\/em> This indicator is a reflection of a high evasion, starting from the fact that only the argument of the high number of foreign visitors in 2023 and their average daily consumption does not justify lower excise duty levels than in 2022. Of course, that customs should have drawn up a detailed analysis and measures to increase the collection from this tax, which is closely related to consumption and mainly to the part that belongs to transportation and daily expenses of all classes and nationalities.<\/p>\n<p>In a comparison for some of the most usable excise goods, we see that the customs revenue in 2023<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a> from the import of:<\/p>\n<p>&#8211; <strong>fuels<\/strong> are 48.06 billion ALL (442 million Euro) or 214 million ALL (2 million Euro) more than in 2022<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a><br \/>\n&#8211; <strong>cigarettes<\/strong> are 28.87 billion ALL (265 million Euro) or 555 million ALL (5 million Euro) more than in 2022<br \/>\n&#8211; <strong>beer<\/strong> are 3.3 billion ALL (265 million Euros) or 555 million ALL (5 million Euros) more than in 2022<\/p>\n<p>These indicators should serve for an immediate analysis and measures to prevent fiscal evasion and avoidance, together with the accompanying part of corruption that stimulates this approach.<\/p>\n<p><strong>Income from profit tax<\/strong> is 64.6 billion ALL (594 million Euros), or 16.9 billion ALL (155 million Euros) more than in 2022, as well as 5.6 billion ALL (51 million Euros) more than the 2023 tax plan.<\/p>\n<p><em>Comment from ALTAX:<\/em> In terms of the increase in the value of income tax receipts, the profits from those sectors<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> that had the largest turnover and influence on VAT have influenced. An increase in turnover is also a warning for an increase in profit and therefore also profit tax.<\/p>\n<p>The financial sector also had a significant impact on this tax, which generated high profits for 2022 and 2023.<\/p>\n<p>Likewise, private energy producers, which reach up to 40% of the total production of electricity, have another significant influence with the payments of advance profit tax installments.<\/p>\n<p>However, the application of the administrative measure for payment of fines and interest for non-payment of income tax installments on time also has an overall impact. This measure has affected a large part of taxpayers who do not pay taxes voluntarily.<\/p>\n<p><strong>Personal income tax<\/strong> (PIT) was collected in the amount of 57.9 billion ALL (532 million Euros), or 12.9 billion ALL (118 million Euros) more than in 2022, as well as 1.9 billion (17 million Euros) more than the plan of of 2023.<\/p>\n<p><em>Comment from ALTAX:<\/em> In the case of PIT, the increase in salaries in the public and private sectors has an impact, which bear 75% of the weight of the increase, or 5.5 billion ALL (50.5 million Euros) more<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a>. The other weight is held by the tax on the dividend with 1.6 billion ALL (15 million Euros), or 22% plus.<\/p>\n<p>For the entire year 2023, if we look at the weight of:<\/p>\n<p>&#8211; rental tax with an increase of 221 million Lek (for a rental market of 32 billion Lek),<br \/>\n&#8211; the tax on bank interest with an increase of 253.6 million Lek (for a total benefit of 16.35 billion Lek interest),<br \/>\n&#8211; copyright tax with a decrease &#8211; 39.2 million Lek (for the benefit of the authors a total of 2 billion income),<br \/>\n&#8211; tax on the total income of individuals with an increase of 905 million ALL (1 billion ALL from double employment), etc.<br \/>\n&#8211; tax from the sale of immovable property with a decrease of 1.6 billion ALL (for the sale of assets with an annual value of 363.3 billion ALL), etc.<\/p>\n<p>have a negligible impact on increasing personal income tax revenue.<\/p>\n<p><em>Notice! It should be mentioned that for this tax we find a slip in the calculation where the increase in 2023 compared to 2022 is not 12.6 billion ALL (according to the Ministry of Finance), but only 7.3 billion ALL (according to DPT).<\/em><\/p>\n<p><strong>National taxes,<\/strong> in the form of fees and taxes, are 37.2 billion ALL (342 million Euros), or 3.3 billion ALL (30 million Euros) less than in 2022, as well as 504 million ALL (4.6 million Euros) less than the plan for the year 2023.<\/p>\n<p>The biggest weight (as much as 52% of national taxes) is held by the turnover tax<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a> with annual receipts of 19.5 billion ALL (180 million Euros) and with an increase of 1.3 billion ALL (12 million Euros) more than the year 2022.<\/p>\n<p><em>Summary comment from ALTAX<\/em>: In this analysis of fiscal indicators, we emphasize the necessity of increasing the fight against informality, where the main effect is seen in the reduction of the contribution of mining rent, with a direct effect on the budget, and this task of anti-informality agencies is seen to have not stopped increasing it and reducing tax evasion.<\/p>\n<p>From the annual report of the work of tax control in 2023, we notice that with the level of disclosures of VAT and other taxes in the total value of 3.3 billion lek, it seems that the effect of all instruments with the force of control on the formalization of the economy has a product as 0.4% of GDP.<\/p>\n<p>However, in the situation where informality in the economy is at least 33% of the GDP, naturally the struggle is also for the formalization of the labor market. But, this result of reducing informality also has an effect on fiscal evasion. If the measures achieve this result, they can achieve the objective of minimizing informality up to 10% (approximate to developed countries and dimensions similar to Albania) for 57.5 years. This objective obviously needs to be corrected because with the results of the war against evasion, despite the investment in information technology (fiscalization) and other administrative measures, it is seen as a lost war.<\/p>\n<p>Meanwhile, if another comprehensive approach is started where all the factors living and working in the country, together with the contribution of all the support from outside the country, it would take a shorter and more effective time to rebuild an economy that will grow from formalization.<\/p>\n<p>As far as the orientation of <strong>expenditures<\/strong> is concerned, of course the orientation towards more support for the vital productive sectors that influence the increase in living costs must begin to be deeply thought of as a primary national task. Meanwhile, this should happen together with the reduction of import costs for raw materials through the coordination of measures and actions.<\/p>\n<p>Comment from ALTAX: If we subtract from the <a href=\"https:\/\/financa.gov.al\/wp-content\/uploads\/2024\/01\/Treguesit-analitik-fiskal-NENTOR-2023-29.12.2023.pdf\">total expenditures of budget spent in 2023<\/a> those expenses related to expenses for special funds, expenses for social protection policies, expenses transferred to the local government and expenses for subsidies, it seems that the government spends more than 52% of the budget for administration, for maintenance and expenses for transportation and diet, expenses for capital investments that are in the inventory of the government as well as interest on loans that are spent for capital investments and payment of the value of the debt.<\/p>\n<p>Such a level of expenses is sufficient indicator to see that the support that is valid for the economy, for scientific research and the training of the new generation in the labor market, as well as in easing the business costs to be competitive, is missing.<\/p>\n<p><em>Notice! Imports should not continue to have the same tax treatment as domestic production, as it discriminates against this sector with the low prices of countries that implement much better policies than in Albania.
