Mid-year revenue and expenditure budget reviews are part of a more frequent financial review cycle to ensure that money is spent strategically and to analyze and adjust allocations according to the performance of budget projects by ministries. Unfortunately, many ministries fail to conduct regular financial reviews because the process often requires time, capacity and commitment.<\/p>\n

This does not appear to be the case in this year-end budget review.<\/p>\n

With the recommendations described in the normative act, changes are seen in some items that go in the opposite direction to the public interest and social policies.<\/p>\n

In a normative act or budget revision document, there should always be an exhaustive, clear explanation that connects each budget position with political changes, fiscal objectives, the realization of expenditures and the budget position with the economic context.<\/p>\n

Meanwhile, a budget change document that does not have a report on the measurements carried out and the implementation of sectoral policies, according to the ministries and according to the agencies under the ministries, is considered deficient and lacks political responsibility for accountability and transparency.<\/p>\n

To clarify that these requests are not excessive but are realities that are carried out by the counterpart institutions in the world, it is enough to look at the budget change document in Australia [1]<\/a>, which we think can be used as a format for our case by adapting it according to the Albanian context.<\/p>\n

In terms of transparency for accountability, in the normative act of October 18 [2]<\/a> must work in the Ministry of Finance and the Budget sector to understand what has changed, since to understand why this has changed is not possible.<\/p>\n

However, to clarify the trend of these changes, in the comparative comparison of the initial budgets with the amended budget according to the normative act of October 2023, in a horizontal line for each ministry and institution, it is understood that:<\/p>\n

– Funds for primary care services have decreased by 1.79 billion ALL, but secondary care services have also decreased by 499 million ALL.
\n– Expenditures for social security have decreased by 15.57 billion ALL and a decrease is also seen in professional education by 130 million ALL.
\n– Even in the energy support program, a decrease of 500 million ALL is seen.
\n– In addition to the reduction of funds, we see that there is an increase in road transport managed by the Ministry of Infrastructure with 8.31 billion ALL
\n– There is also an increase in the ADF for rural infrastructure projects with 2.13 billion ALL
\n– Allocation of new funds is also seen in agriculture with 1.38 billion ALL<\/p>\n

In an analysis of the reduction of funds for some institutions and their increase for some other institutions, an opinion is created that for the year 2023 they have performed well and only the transport infrastructure needs additional funds.<\/p>\n

Meanwhile, the reductions in funds for health care, social security, vocational education, and support for energy seem to have not performed according to the objectives and this has penalized them by cutting off the funds foreseen at the beginning of the year.<\/p>\n

However, the budget lacks the greatest and most-needed support for all subsectors of agriculture, as well as support for other producers and especially producers for export.<\/p>\n

In these end-of-year allocations, in the absence of information on realizations and non-realizations, it is necessary that the change that can be made until the end of 2023 considers the fight against poverty, curbing the effects of inflationary shocks by giving more subsidies, but distributing few portions from the income tax levied on businesses for the necessary subsidy they need today, not tomorrow.<\/p>\n

Attention, investments in infrastructure are not more important than strengthening professional capacities and strengthening the capacities of institutions.<\/p>\n
